Assignment Title: Provision for the Design and Implementation of Capacity Building in Sustainable and Competitive-Smart Agriculture (CSA) in Pakistan

Asian Disaster Preparedness Center (ADPC) Bangkok, Thailand has received financing from the World Bank for the implementation of the CARE for South Asia project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”), include formation of CSA Resource Group, development of training material on CSA, capacity building and training, piloting, demonstrations and action research - technology and practice, generating evidence and sharing in national lesson learned workshops, and knowledge management and dissemination. The contract duration will be for a period of Twenty-Four (24) months with a tentative commencement date of 21 January 2021. The selected firm will be expected to produce priority deliverables in the shortest time possible.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

ADPC now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria include: the firm/organizations areas of expertise; experiences in similar geographic areas (number of years); the number of completed projects with a similar scope; proposed approach and methodologies; proposed number of experts; and the

timeline and deliverables that are aligned with the contract duration. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Firm will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
