Programme Overview

In the last decade an estimated 33 million people were affected by natural disasters in Pakistan with more than 80 percent of the country’s 124 districts affected. The frequency and severity of climatic shocks is expected to increase as a result of climate change, population growth and urbanisation. Poor and vulnerable households, particularly female headed households, are often most affected by the impacts of disasters and are slower to recover. In order to improve the capacity of at risk communities and households to mitigate the impact shocks and to recover from disasters, DFID is providing funding for a comprehensive approach to building disaster resilience at community level in districts that are most at risk.

Purpose of Role

The Fund/Grants Manager will be responsible for the implementation of the fund and grant management process, providing technical and financial oversight of the grants, coordinating the technical assistance for grantees and providing oversight of on-going monitoring and evaluation of grantees. The position will report to the Team Leader and will work closely with the Senior Finance and Operations Manager. The position will be based in the main programme office in Islamabad.

Responsibilities

  • Support to the Team Leader in designing and managing the procedures, guidelines and tools for managing and disbursing grants on a major DFID programme in Pakistan
  • Lead on the development of a Grants Management Manual, drawing on existing best practice in grant management
  • Lead and manage the grants application process then oversee and coordinate the review and assessment of concept notes and shortlisting of candidates with relevant stakeholders and in consultation with DFID

Minimum education and experience require

  • Bachelor’s degree with a concentration in management, finance/accounting
  • 7-10 years’ previous experience in grants management
  • Experience of grant management in development contexts
  • Knowledge of DFID grant processes including accounting and financial reporting.
  • Experience working in Pakistan
  • Grants management experience within innovation / challenge fund programmes is desirable
  • Ability to interpret complex grant funding requirements, submissions and budget projections.
  • Strong financial acumen
  • Proven success in process design and management
  • Ability to work with local teams, train and mentor on grant administration
  • Experience in monitoring, evaluation and knowledge management
  • Experience managing and supervising teams
  • Ability to work in consultation with a multi-stakeholder team
  • Openness to inputs and ideas from partners and team members
  • Ability to foster successful partnership approaches and relationships among a variety of organizations/institutions
  • Ability to operate in complex situations and willingness to travel to target areas
  • Excellent verbal and written communication skills
  • Results oriented
