Team purpose:

The purpose of the Programme Policy Team (PPT) is to link learning of global trends with internal programme experience to inform and influence Programme strategy, direction, and quality, and Oxfam's wider agenda of change. This involves four major areas of work:

- Direct support to programmes
- Programme-focused learning
- Influencing internal and external policy
- Improving the quality and reach of PPT activities

Within the PPT, the Adaptation and Risk Reduction Team's purpose is to drive the integration of Climate Change Adaptation and Disaster Risk Reduction into Oxfam's work as a corporate priority, and to enhance the quality, scope and impact of related practice and influence. The team links closely with other departments in the Campaigns and Policy Division, the Humanitarian Department, our offices overseas, other Oxfam International affiliates and external allies.

Job purpose:

The Global Advisor - Climate Change Adaptation will help to drive Oxfam's work on climate change adaptation as a corporate priority. The focus will be on providing direct support to country programmes; contributing to an ambitious, multi-country programme that integrates adaptation and risk reduction; and working with Oxfam's Economic Justice campaign group to link policy development at national level to global campaign delivery and to shape the global campaign priorities using the information and priorities of country programmes. The postholder will also represent the organisation at key fora and build alliances with a diverse set of organisations.

Reporting lines:

Reports directly to the Manager of the Adaptation and Risk Reduction Team.

Budget responsibility:

No regular budget responsibility - some supervising of budgets of specific projects

Dimensions:

- Required to develop long-term vision and strategic planning to achieve significant impact.
- Management tasks and problems are diverse and complex and involve a significant degree of risk (financial, security, brand).
- Representing Oxfam corporately and managing and influencing significant and high profile external relationships
- Produce, assimilate, analyse and use programme information from varied and diverse sources to provide in-depth analysis in the - specific programme unit or policy area
- Decision-making is strategic and operational with a high degree of judgement based on specific problem solving experience and a range of external and internal factors
- Leading role in the formulation, organisation and delivery of high-level lobby, and advocacy as part of the big "P" programme and actively participate in lobbying and advocacy.
- Lead the alignment of programmes with Oxfam corporate priority campaigns and ensure effective harmonisation of planning and management with Oxfam International.
- Plan and implement fundraising plans and ensure proper reporting and accountability to multilateral and bilateral donors

Key responsibilities:

- Support at least three country programmes to develop and deliver programming that supports adaptation to climate change, seeking out mitigation co-benefits where possible. This will include facilitating training of staff and partners, supporting programme development, fundraising, implementation and monitoring and evaluation.
- Represent the Adaptation and Risk Reduction team in Oxfam's Gendered Enterprise and Markets (GEM) initiative, ensuring that climate change and other risks are properly integrated.
- Work with the Economic Justice campaign group to link policy development on food, agriculture and climate change at national level to global campaign delivery, and to shape the global campaign priorities using the information and priorities of country programmes.
- With the Manager of the Adaptation and Risk Reduction Team and others, bring critical thinking into our work to ensure relevance to current and future trends globally, represent at key fora and build alliances with organisations and institutions primarily within Europe and the UK, develop and articulate internal and external policies for Oxfam.
- Ensure that all work addresses the challenges of gender justice.
- Work with fundraising teams to develop funding proposals for future work.

- Exceptional knowledge of climate change impacts and processes of adaptation to climate change. This must include practical experience of providing advisory support to practitioners in designing and implementing adaptation interventions. (E)
- Knowledge of how to integrate climate change adaptation into market systems for the benefit of smallholder producers, particularly women. (E)
- Proven ability to understand and influence policy and knowledge emerging policy issues around climate change. Proven experience at linking on-the-ground issues into national level change. (E)
- Experience at working with farmer networks, community organisations, and similar bodies, especially in supporting their influence of national policy. (E)
- Proven ability to understand and seize opportunities that would support smallholder farmers. Awareness of new technological opportunities to facilitate smallholder agriculture. (E)
- Proven skill at understanding and supporting women farmers and gender issues within agriculture. (D)
- Ability to work with business, policy makers and farmers. (D)
- Proven ability to communicate easily and readily verbally and in written form, fast delivery of a substantial workload with completed, specific planned deliverables, and to write policy documents, grant proposals, etc. (E)
- Proven ability to enhance the work of through a variety of learning techniques (e.g., coaching, facilitation, etc). (E)
- Team player, self-motivated, ability to work with little supervision. (E)
- Ability to travel for up to 10 weeks a year. (E)

Other:

French, Spanish or other language skills would be an advantage
