About Asian Disaster Preparedness Center

ADPC is an autonomous intergovernmental organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders. Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC is a competent regional resource center and has seven thematic departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees. ADPC Strategy 2020 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific. Objectives of the consultancy services

ADPC is developing an online training course (7 core modules) and is looking for a consultant that can provide services on graphic design and animation to support the development of the online course.

Introduction of the project

ADPC, with the support from the Norwegian Agency for Development Cooperation (NORAD), is implementing an urban resilience program titled “Urban Resilience to Climate Extremes in Southeast Asia” (URCE). The program goal is to build ‘resilient communities in deltaic and coastal urban areas’ and strengthen resilience of the urban systems and urban communities to the current and emerging climate extremes, disasters and emergencies that are anticipated in the deltaic and coastal cities in Southeast Asia.

Scope of work

There are a total of 7 Modules, each with 3 - 4 lessons. Each Module will have an estimated running time of one hour. Each module will have an average of 8 graphics. The consultant is expected to produce a maximum of 60 graphics (infographics/diagrams). Each module will have a max of 2 animations. The consultant is expected to produce a maximum of 14 animations with an average length of 1.5 minutes and no longer than 3 minutes for an individual animation.

Responsibilities

The consultant will be responsible for both graphic design and animation.

Graphic design

  • Review the presentation template as well as presentation slides prepared by module contributors
  • Identify the specific graphic needs of each video in consultation with respective module contributors
  • Develop diagrams, infographics and source photos relevant to the presentation slides in consultation with module contributors
  • Edit presentation slides to make them visually attractive and ensure that there are no errors on font type, font size, font color, placement of text and images, etc.

Animation

  • Identify animation needs of each module in consultation with module contributors
  • Brainstorm and conceptualize ideas, with ability to produce quick concept edits and pre-visualization video edits, creating storyboards where necessary.
  • Visualize and create engaging and interactive 2D or 3D animations for the online learning course to be used on multiple devices
  • Develop highly visual and interactive learning content based upon storyboards

For both tasks, the consultant is expected to:

  • Discuss ideas for images, graphics and animations with team members before applying them in the development
  • Communicate effectively with the development team
  • Maintain project documentation and course folders during the assignment
  • Ensures assets/data security and integrity
  • Perform other duties as agreed with ADPC

Note: Consultants will not be required to purchase photos; however, consultants should recommend stock photos from photo sharing platforms/archives to which ADPC has access (such as Shutterstock) and ADPC will directly purchase the photos recommended. Consultants may choose to use photos they own and in doing so give ADPC reproduction and distribution rights.

Requirements

  • The consultant should have a university degree in relevant field.
  • The consultant should have demonstrable experience in graphic design and animation. Experience working in the non-profit sector would be advantageous.
  • The consultant should be an expert user of graphic design and animation software, which may include: After Effects, Illustrator, Photoshop, Premiere, Autodesk Maya and Autodesk 3Ds Max.
  • The consultant should be familiar with the development of videos for online learning platforms. Prior experience in working with edX would be highly advantageous.
  • The consultant should have excellent interpersonal and coordination skills, and ability to work with a team in a multicultural and transdisciplinary environment.
  • The consultant should be service-minded and detail-oriented.
  • The consultant should have excellent organization skills.

Reporting

The consultant will work under the overall supervision of Director – Urban Resilience and under day-to-day coordination of the Project Coordinator for online course development. The consultant will also liaison with the ADPC Training Academy, whenever necessary.

Duration of the Contract

Maximum duration of assignment is 2 months

Commencing: 15 August 2020

Ending: 14 October 2020

As the consultancy is output based, the consultant may complete the deliverables prior to the deadline without any reduction to their total lump sum payment.

Remuneration and Terms of Payment

This is an all-inclusive lump sum contract. Payment will be made at the conclusion of the consultancy service and submission and acceptance of the outputs by ADPC.

Selection Method

A consultant will be selected in accordance with ADPC’s recruitment and/or capacity assessment process. This will be combination of assessing key competencies, value for money and availability.
