Job purpose
To provide technical support and guidance to the health and nutrition programming of Concern, develop and lead Concern’s advocacy strategy and action in the health sector.
Main duties & responsibilities
- Lead the development of Concern Niger’s health programme strategy in close collaboration with ACD – programmes, Concern Niger staff and key stakeholders.
- Lead Concern’s health advocacy at regional and national levels.
- Provide technical oversight of health and nutrition programming (advise and mentor project staff in project activities, planning, etc.).
- Identify and promote opportunities for disaster risk reduction (DRR) within the health programming.
- Liaise with staff from other programme sectors to ensure Concern’s work is both integrated and complimentary.
- In collaboration with Concern programme staff work with MOH structures to develop capacity building plans as per project planning.
- Ensure technical rigor and quality of monitoring, evaluation and operations research for all of Concern Niger’s health programming.
- Work closely with the Concern Worldwide’s health support unit to document and share learning from Niger’s health programming.
- Manage all health project-related communication with technical backstop in Concern New York office.
- Represent Concern and actively liaise with national and regional-level Ministry of Health (participation in bi-annual health reviews, annual health planning, strategy validation workshops, MoH – partner meetings, etc.).
- Represent Concern on the national CMAM integration working group.
- Actively liaise and seek opportunities for collaboration with health sector technical and financial partners in Niger.
- Serve as regional focal point for health sector technical and financial partners in Tahoua region (co-facilitate meetings with regional MoH, maintain up-to-date list of partners working in the region, collaborate with regional MoH for joint advocacy efforts, etc.).
Work targets set for this post over the contract period
- The mid term review for the child survival programme is effectively planned and executed with the advisor ensuring all technical aspects are to standard.
- Concern remains the lead agency for the technical and financial partners in Tahoua region, represented by the advisor – that this role has a plan developed with the regional head of the MoH – DRSP and that Concern’s role in supporting the development of the DRSP is structured and measurable.
- Learning papers are developed and used to effectively advocate for appropriate improvements in the public health and or technical and financial partners actions.
- Learning and practice from across Concern and advances in public health support generally are brought into the Concern Niger programming and staff skills and practices developed as appropriate.
Person specification
Essential
- Masters Degree in Public Health (in the development context) or similar.
- Working in community based public health in a developing country (3 years min).
- Work with technical capacity building of government and/or civil society.
- Managing behaviour change initiatives.
- Social research, specifically in KAPB (knowledge, attitude, practice, behaviour).
- Training and capacity building of staff.
- Previous advisory experience.
- Working in partnership with national NGOs and/or CBOs.
- Working/living in a different culture to one’s own.
- Development of programme monitoring and evaluation.
- Competent in the use of SPSS or other statistical software and survey methods.
- Strong French language skills.
- Excellent written and spoken English.
- Basic understanding of right based development.
- Excellent writing skills.
- Able to take initiative and work independently.
- Ability to motivate diverse teams.
- Ability to get on with others.
- Flexibility in dividing time between centres of intervention.
- Computer skills including Microsoft Word and Excel.
Desirable
- Qualifications in nutrition, health care (nurse or doctor).
- First degree in social development or related subject (Anthropology included).
- Support of government planning processes.
- Working/living in a francophone setting.
- Familiarity with the principals of CTC/CMAM, IMCI.
- Leading and/or managing teams.
- Programme work in primary education and/or emergency response.
- Flexibility to sharing accommodation when necessary.
- Travel extensively in rural areas with poor infrastructure.
