Background

The Asian Disaster Preparedness Center (ADPC), established in 1986, is a non-profit, autonomous international organization, and non-political in management, staffing, and operations. ADPC has been created for scientific, educational, developmental, and humanitarian purposes that work to build the resilience of people and institutions to disasters and climate change impacts in Asia and the Pacific region.

ADPC has more than 35 years of working experience in Asia along with the national and local Governments of its founding charter member countries as well as countries of the Regional Consultative Committee (RCC) on Disaster Management. ADPC works to strengthen disaster risk reduction at all levels, from regional to national, sub-national, and even to local community levels. ADPC aims at supporting governments, strengthening institutions, and building capacity for mainstreaming DRR into development processes. ADPC has been implementing a range of disaster risk reduction activities in Bangladesh over the years. The primary objective of this consultancy assignment is to support the Government of Bangladesh and other key stakeholders in achieving an integrated approach for disaster preparedness and response at national, sub-national, and community levels, specifically under the following ongoing programs:

1) Strengthening Institutionalization of the Program for Enhancement of Emergency Response (PEER5) in South Asia

2) Strengthening Emergency Preparedness and Resilience in Bangladesh (SERB2)

Purpose of the Assignment

The primary purpose of the assignment is to support and provide technical assistance in the implementation of hospital preparedness activities under PEER and SERB programs.

The consultant will be responsible for providing technical support under the Hospital Preparedness for Emergencies (HOPE) component under PEER and SERB specifically in conducting Hospital Safety Assessment and developing Hospital Emergency Response Plans in three selected Upazila Health Complexes in Rangamati, Bandarban, and Cox’s Bazar district.

The work involves working with national program partners from NIPSOM, DGHS, and WHO in reviewing and adapting the WHO Hospital Safety Index Tool and developing a national assessment tool including developing a hospital emergency response planning guide. Both the tools can be used by DGHS in conducting similar hospital risk assessments and hospital emergency response planning in the country as national guidelines.

Lastly, the consultant shall conduct an impact study on the twenty-three hospitals that SERB supported in the conduct of hospital risk assessment and development of hospital emergency response plans in the SERB Phase-1 implementation. This includes how the hospitals acted upon the recommendations from the assessment and how the plan was used during an actual emergency – challenges and issues faced and identify technical issues that are required to further support hospital preparedness and resilience from disasters.

This consultant position is open for persons of both Bangladesh nationality or foreigners who have a legal work permit in Bangladesh.

Responsibilities and Tasks

• Plan, coordinate, and organize consultation meetings with DGHS, NIPSOM, and WHO including other stakeholders in reviewing and adapting the WHO Hospital Safety Index Tool and Hospital Emergency Planning templates used in SERB.
• Lead the development of the National Hospital Safety Assessment Tool and Hospital Emergency Response Planning Guideline
• Plan and lead consultation meetings and workshops to conduct a hospital risk assessment and facilitate hospital emergency response plan development using the national tools in Upazila Health Complex in Bandarban, Rangamati, and Cox’s Bazar working with Upazila Health Complex Disaster Management Committee, District Civil Surgeon, DGHS, NIPSOM and WHO Organize validation meetings with Upazila Health Complex and District Civil Surgeons and finalize hospital risk assessment report
• Facilitation and preparing meeting minutes for all the meetings and workshops under the contract
• Plan, design, and conduct hospital simulation exercises to validate and test the new Upazila Health Complex emergency response plan including the conduct of After Action Review (AAR) and Corrective Action Plan. Revision of hospital emergency response plan based on the simulation exercise.
• Lead the conduct of the impact study of 23 hospitals supported during the first phase of SERB focusing on how the recommendations from the hospital risk assessment were utilized to reduce disaster risks and improve emergency preparedness of hospitals. This includes how the hospital emergency response plan was put into action in actual emergencies.
• Lead the design and conduct of a national dissemination workshop/policy dialogue to share the result of the imact study and discuss priority issues, strategies, and key interventions needed to enhance hospital preparedness in Bangladesh.

The responsibility of ADPC as a whole is to work, guide, and provide support to the consultant in achieving the program deliverables under this contarct in a timely and quality manner.

Working Principles

In performing the duties and responsibilities indicated above, the Consultant will be supervised by the Senior Project Manager, PRR based in the Bangladesh office under the overall guidance of the Technical Lead- Emergency Preparedness under the Preparedness for Response and Recovery (PRR) Department of ADPC.

Qualifications

Required Qualifications and Specifications

• Masters in Health Policy, Public Health, Hospital Emergency Management, Disaster Management, or any other related fields is essential. A Ph.D. in a related field would be an added advantage.
• Minimum 10 years of practical experience in National and international development Agencies with sound experience in Hospital-based Disaster risk analysis and developing reports.
• Demonstrated experience of Hospitals Risk Assessment (HRA) and Hospitals Emergency Response Plan (HERP) following WHO/MoHFW/DGHS standard tools.

Duty Station

Duty Station will be in Dhaka but frequent field visits to Rangamati, Bandarban, Khagrachari, Cox’s Bazar, and other districts will be required.

Contract Duration

1st November 2021 - 31 May 2022. This is an output-based consultancy contract.

The itinerary shall be finalized based on the deliverables and needs of the program team.
