Reporting to the Country Director, the selected person plays a key leading role in the country in relation to humanitarian response, preparedness and advocacy. It is required to develop long-term vision and strategic planning to achieve significant impact in the humanitarian programme including leadership on the implementation of the Humanitarian Strategy.

Responsibilities

General

- Analyse, gather and consolidate contextual information in IO’s areas of operation, and outside IO’s programme areas.
- Provide the Country Director with a clear analysis of trends and issues within the operating environment.
- Develop and implement IO’s contingency plan(s).
- Support Field Managers to lead emergency responses in their areas of intervention
- Provide technical leadership and support for Disaster Preparedness and Emergency programmes leading to the development of a DRR approach;
- Define, propose and ensure the implementation of response strategies, including remote management, action plans and operational models for each IO emergency intervention.
- Lead the implementation of out of area emergency responses, in coordination with the overall Programme Manager/ Head of Programmes.
- Represent IO in Humanitarian Coordination fora and in Clusters and other coordination meetings as requested, and in OI HCT as required.

Protection

- Work with programme staff to analyses and develop a shared understanding of protection issues (violence; coercion; deprivation). 
- Mentor a team to successfully design, plan and implement protection related activities
- Work with programme and advisory staff to develop and implement protection and gender components of Intermón Oxfam’s programmes in South Sudan. In this respect, the post holder will liaise closely with the Protection and Gender Advisors in HQ, and the Programme Officers in South Sudan.
- Liaise closely with the Humanitarian Protection/Advocacy coordinator as well as the Media office from Intermón Oxfam.
- Identify, liaise and build alliances with other agencies that are currently, or potentially, concerned with humanitarian protection at the country level.

Advocacy

- Assist the Field Manager’s in monitoring and analysis of disasters in their areas of work, including the political dimension, in order to enhance both response and advocacy.
- Develop programme staff skills and local power analyses for design an advocacy strategy at programme / local level.
- Participate in the definition and implementation of development of Oxfam advocacy strategy (Lead by OGB)
- Feed Oxfam policy, advocacy strategies and documents with information and analysis from IO main issues identified at program level.
- The post holder will liaise closely with the Protection and Advocacy advisor at HQ.

Experience and skills

Essential requirements

- Advanced degree in international development studies, humanitarian aid or other related topics.
- Significant field experience (at least 5 years) of humanitarian response work in a range of environments, including experience of field-level management of complex humanitarian response programmes and all phases of the project/programme cycle.
- Experience of designing and/or implementing Humanitarian Capacity Building strategy and activities.
- Experience or at least understanding of Community Based Early Warning Systems and their links with Humanitarian Response.
- Professional experience in advocacy and experience in issues of humanitarian protection programming in complex.
- Strong experience of linking humanitarian response to development programming, including policy and advocacy and of disaster risk reduction programming at all levels
- Knowledge of humanitarian standards and conceptual guidelines and frameworks such as the Humanitarian Charter, SPHERE standards, the International Red Cross and Red Crescent Code of Conduct.
- Willingness to travel extensively to field sites.
- Languages: fluency in English (oral and strong English writing skills).
- Cultural sensitivity

Desirable requirements

- Significant field experience in emergency food security and livelihood programmes.
- Experience in Wash emergency programmes.
- Languages desirable: Arabic and Spanish
- Previous experience in the country or in the region.
