Team Purpose

- To achieve the Humanitarian Response and Preparedness (HRP) objectives as outlined in Oxfam GB's National Change Strategy (2009 - 2014) and the Pakistan Country teams aspiration to mount, with it's Partners, timely, efficient, effective, quality, accountable humanitarian response(s) to CAT-2 level disaster(s).
- Working as a strategic guide, coach, leader, manager and capacity builder, primarily for the HRP team and more broadly for the wider Oxfam GB Support and Pillar/Programme teams

Job Purpose

- Under the direct supervision of DCD Humanitarian ensuring the smooth implementation of humanitarian response and preparedness programmes in a timely, proportionate, and professionally competent manner.

- As a key player in the Humanitarian team the PM-Humanitarian is expected to
• Provide continuous support to DCD-Humanitarian and work closely with the Pakistan security focal points and managers to strengthen Oxfam and Partner organisation security management capacity and the impact security can have on programming, particularly its influence on programme cycle management processes in areas of limited access
• As a Programme Manager monitor Humanitarian Response and Preparedness needs in Pakistan, identifying gaps and planning appropriate timely action using a rights-based approach to programming
• Ensure timely, efficient, effective and accountable Humanitarian response, with local partners, to survivors of Category 3[1] and 2[2] natural and/or man-made disasters, increasingly in a complex environment
• Assist the DCD-Humanitarian in developing the capacity of the Pakistan Country Programme's Humanitarian and Support teams to attain Oxfam's Aim 3 Humanitarian vision of having in-country capacity to respond to Cat -2 level disasters § Deliver Oxfam GB Pakistan Programme Humanitarian Response and Preparedness Pillar's strategic objectives as outlined in the National Change Strategy (NCS); Humanitarian Strategy; Public Health Strategy; etc
Provide support to DCD-Humanitarian in integrating the Disaster Risk Reduction strategies into our "one programme" approach so that we may better address chronic and acute vulnerability to disasters, particularly through our Disaster Risk Reduction and Climate Change, gender equality, Ending Violence Against Women (EVAW) and Land Rights and Economic Opportunities (LEO) work

Key Responsibilities

Humanitarian strategy


- To contribute in developing and taking lead in implementing the country humanitarian programme, based on the Country Strategy, and the Regional guidelines
- To ensure effective programme management within the Pakistan Programme to promote and support all aspects of preparedness planning and action within Pakistan

Aim 3 Humanitarian Vision

- In support of DCD - Humanitarian ensure up to date and quality documentation of hazard and conflict mapping linked with contingency and activity plans to reduce impact and increase capacity of partners and Oxfam to respond to the different hazards
- As a key team member in the Humanitarian team ensure timely programme/project development and action plans that reflect the scale of needs/crisis
- As a joint responsibility with DCD-Humanitarian analyse the gaps at Oxfam and partners level and identify inputs and learning to decrease the gaps and increase Oxfam aspiration to manage CAT-2 disaster at country level
- Support the team to ensure programme learning and innovation are documented and shared at appropriate national, regional and international l level
- In coordination with DCD-Humanitarian ensure active and effective collaboration with the OI Rights in Crisis (RiC) campaign

Emergency preparedness


- To manage the development, review, and implementation of the country preparedness plan, in close liaison with the DCD-Humanitarian
- To coordinate training sessions and workshops in order to achieve the objectives set in the preparedness plan, especially to provide staff with training and leadership on contingency planning and emergency response (with a particular emphasis on the use of Oxfam's Emergency Response Manual (ERM)).

Humanitarian response

- In major unforeseen emergencies requiring scaled-up or especially sensitive response, and in a consultation with DCD-Humanitarian, Regional Humanitarian Coordinator,/RC and the Humanitarian Department in Oxford, to be instrumental in the process of assessment, programme design and resourcing, preparation of concept papers and support to proposal writing
- In major emergencies, following guidance from DCD-Humanitarian and in coordination with the Country Management Team, Regional Centre in Bangkok, and the Humanitarian Department in Oxford, to work with the country humanitarian team to ensure that Oxfam has the necessary capacity to meet the management, logistical and technical requirements of any humanitarian programme undertaken and to ensure effective coordination of Oxfam's response with Oxfam International, UN agencies, the Red Cross/Crescent and other NGOs as well as with government response mechanisms, particularly NDMA

Programme/Project Cycle Management


- At times of crisis, take advise from DCD-humanitarian and coordinate timely engagement of Oxfam in participatory needs assessment with Partners, OI Affiliates, Pakistan Humanitarian Forum (PHF), UN-led Cluster and/or Government representatives, as the crisis situation dictates/allows
- Ensure the development of timely HRP concept note/project proposals. Concept notes/project proposals for humanitarian response(s)
- Ensure compliance with Oxfam monitoring, evaluation, accountability and learning expectations and approach; develop initiatives for continuous learning, pilots and innovation
- Ensure maintenance/compliance of OPAL

Programme quality


- As a Programme Manager ensure that Oxfam humanitarian work in Pakistan adheres to relevant policy commitments and minimum standards and to promote these, including:
• The SPHERE Humanitarian Charter and Minimum Standards
• The Code of Conduct for Red Cross and Red Crescent Movement and NGOs in disaster response
• Oxfam International Humanitarian Contract
• Oxfam gender standards in Humanitarian Response (draft), in liaison with regional gender advisor
• The People in Aid Code of Best Practise and the Interaction Field Coordination Protocol.

External Representation

- In collaboration and coordination with the Funding team, ensure that the HRP team meet all donor compliance requirements.
- Facilitate funding and non-funding partnership (within OGB partnership policy) to increase participation and design of quality capacity building plans for partners. Including NGO partners, networks, alliances, institutions, UN, Government of Pakistan, etc.

Financial Management


- Provide support to DCD - Humanitarian to manage the humanitarian programme finances in the country, including: annual budgeting for "plannable" humanitarian response work within regional budgets; collaboration and engagement with Fundraising colleagues over donor development strategy

Skills and Competence

- Education to a Masters degree level preferably in social sciences
- Sufficient experience in humanitarian sector
- Knowledge and experience of emergency and development issues; deep understanding of causes of emergencies, emergency programming and links with policy
- Experience of working in a management position within a team structure
- Proven programme & project cycle management skills - proposal and report writing skills; monitoring and evaluation skills and experience
- Ability to analyse and communicate complex information to a wide audience
- Ability to link with other players in the development arena and represent Oxfam effectively
- Excellent communication and interpersonal skills;
- Proven people management skills in managing staff reporting to her/him; excellent coordination skills
- Experience in and the ability to train, coach, mentor people
- Proven knowledge of computerised system; high degree of computer literacy and word processing and spreadsheet skills essential
- Fluent written and spoken English
- Ability to work under pressure, priorities well and meet deadlines
- Ability to travel extensively, especially to remote areas
- Commitment to the aims and objectives of Oxfam
- Commitment to ICRC Code of conduct and Sphere Standards
- Commitment to Oxfam gender policies and code of conduct
