About Asian Disaster Preparedness Center

ADPC is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders. Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC is a competent regional resource center and has seven thematic departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees. ADPC Strategy 2020 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change and regional cooperation.

Background

The Preparedness for Response and Recovery department of ADPC focuses on enhancing the preparedness, and response management capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors of the Disaster Risk Management Ecosystem. It also strives to strengthen the capacity of institutions and at-risk communities for faster and efficient disaster recovery. The department works with the above-stated actors to ensure that the regional, national, sub-national, and local disaster Safer communities and sustainable development through disaster risk reduction. The humanitarian and disaster risk management landscape of the Asia Pacific region has become more complex over the past few decades. It is critical that disaster preparedness, emergency response, and recovery become more efficient to keep pace with the rapidly evolving context of emergencies and extreme events and meet the needs of millions of people in need of humanitarian assistance and recovery. Successful recovery following a disaster is challenging as it occurs in an urgent and chaotic environment - often involving many government and non-government actors. ADPC recognizes that preparedness for response and recovery planning is important, guided by essential aspects of accountability, compliance, equality, inclusion, and clarity of roles and responsibilities.

Statement of Intent

The Asian Preparedness partnership (APP) is a multi-stakeholder regional partnership comprised of national and sub national governments, local NGOs, civil society organizations, media, the academia and the private sector in Cambodia, Myanmar, Nepal, Pakistan, Philippines, and Sri Lanka, with the support from the Bill and Melinda Gates Foundation. The APP promotes and supports locally-led actions to prepare for, respond to, and recover from disasters, commonly referred to as “localization.” The IKM officer will engage in promoting the south-south learning, knowledge exchange and outreach among and between the APP and other program countries in Asia-Pacific and the global south. The officer will be responsible for building and maintaining a positive profile of APP and Preparedness for Response and Recovery (PRR) Departments’ work through impactful media and outreach across key external online and offline communications channels; and delivering compelling stories and events that reinforce the image of APP while supporting regular and efficient sharing and exchange of information through intra and interregional networking. The officer will also develop strategies for localization agenda to be integrated into regional and global networking platforms and discourse through building and collaborating with other south-south networks/platforms. The IKM Officer will be based at the ADPC Bangkok office. Note: It is not the intent of this Position Description to cover every aspect of the position requirements, rather to highlight the most important areas of personal and joint responsibility.

Key Responsibilities

  • Coordinate, facilitate and promote south-south learning and knowledge exchange on Disaster Risk Reduction between the APP and the global south countries;
  • Design & implement knowledge exchange tools, products, and protocols including but not limited to web portals, social media, online discussion fora, etc.;
  • Conduct research on regional knowledge sharing networks/institutions and provide active support in initiating south-south learning exchange and knowledge management among and between the networks and partnerships; Safer communities and sustainable development through disaster risk reduction;
  • Prepare and produce content for monthly electronic newsletters, including carefully curated articles and preparation and production of briefing materials on the programs as needed/requested;
  • Lead, design and develop multimedia products (audio and videos) for the program activities and events;
  • Updating, and management of the APP web portal by developing web content;
  • Document evidence-based good practices and case studies to promote regional scale ups and knowledge sharing • Assist in developing, reviewing and editing of technical reports, special reports, program documents, regular progress reports including quarterly and annual reports;
  • Developing content and outreach for virtual events and e-learning modules and courses;
  • Assist with stakeholder outreach by planning and writing content for media, social media, and events;
  • Work with task leads /program managers to prepare communication and outreach materials such as presentations; posters; brochures, factsheets etc.;
  • Coordinate with and assist other programs under PRR for knowledge management, communications and outreach;
  • Coordinate with ADPC communication team, M&E team, and other thematic program teams to capture good practices and promote south-south learning processes;
  • Other duties and responsibilities as assigned by the Director, PRR.

Qualifications

Education

  • MSc in Disaster Management, Emergency Preparedness, Public Health or related disciplines is essential.

Work Experience

  • Overall experience of 5 years out of which at least 3 years of professional experience in research, knowledge production and management, communication and outreach in Disaster Management or a related field, is required;
  • Excellent English language skills, both oral and written, is required;
  • Website management skills and experience with web-based content management systems is required;
  • Proven experience in developing content for outreach through online and social media platforms;
  • Analytical capacity and demonstrated ability to process, analyze and synthesize complex, technical information into user-friendly formats and products;
  • Proven ability to support the development of high-quality knowledge products including the development of multimedia products;
  • Proven ability to communicate effectively in writing to a varied and broad audience in a simple and concise manner;
  • High level of competence in writing and editing reports and other technical communications;
  • Experience in collaborating and networking with regional networks for Disaster Management;
  • Previous experience in working with international organizations; developmental Safer communities and sustainable development through disaster risk reduction.; and
  • Knowledge of working ethics of national government agencies, NGOs, private organizations and international organizations in the Asian region.

Languages

  • English is the working languages of ADPC. For the post advertised, fluency in English is required. Knowledge of another language is an advantage.

Reporting Relationship

  • Report to APP program Lead and Director, Preparedness for Response and Recovery Department of ADPC.
  • Work closely with other Project/Program Managers of PRR. Work closely with other departments, ADPC communication team, and staff of ADPC as required.
