ADPC is an intergovernmental regional organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific. It works with governments, development partners, international organizations, NGOs, civil society, private sector, media and other key stakeholders. In addition to its headquarters in Bangkok, Thailand, ADPC currently has offices/representation in 11 additional countries.

Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across the social and physical sciences. It supports sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise, from atmospheric to social scientists, it has experience at all levels of engagement typically required for effective disaster risk reduction and climate resilience. ADPC is a competent regional resource center and has seven thematic departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration and Strategic Planning departments. In addition to the departments, ADPC addresses three cross-cutting themes through permanent working committees: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation.

The ADPC Strategy 2020 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights- based approaches, climate change and regional cooperation.

ADPC takes various levels of actions in a close connection with the national, regional and global frameworks including; e.g. ASEAN, SAARC, MRC, 2030 Agenda for Sustainable Development, Sendai Framework for Disaster Risk Reduction 2015-2030 (SFDRR), the Paris Agreement for climate change, the New Urban Agenda, the World Humanitarian Summit, etc.

Statement of intent

The Integrated Knowledge Management Lead (IKM Lead) will lead all knowledge management, south-south learning, advocacy and communication efforts under the various programs being administered by the Preparedness for Response and Recovery (PRR) Department. The IKM Lead is responsible for building and maintaining a positive profile of ADPC work through impactful media and outreach across key external online and offline communications channels; and delivering compelling stories and events that reinforce the image of various programs, while supporting regular and efficient sharing and exchange of information through effective internal communications. The IKM Lead will also lead the development and implementation of advocacy tools and products, procedures, and systems, including knowledge management and outreach functions such as program-specific portals, websites, etc.

Qualifications and experience

Required qualifications and specifications:

  • Ph.D. degree in Disaster Management, Emergency Preparedness, Public Health or related disciplines. MSc along with substantial experience in the Asia-Pacific region would be considered in lieu of Ph.D.;
  • A minimum of 10 years of professional experience in Advocacy, Knowledge Management, Communication, Journalism, etc., in Disaster Management or a related field, is required;
  • Excellent English language skills, both oral and written, is required;
  • Analytic capacity and demonstrated ability to process, analyze and synthesize complex, technical information into user-friendly formats and products;
  • Proven ability to support the development of high-quality knowledge products including the development of multimedia products and provide guidance and training on the development of knowledge products;
  • Previous experience creating and implementing advocacy and communication strategies, including social media campaigns;
  • Communicate effectively in writing to a varied and broad audience in a simple and concise manner;
  • High level of competence in writing and editing reports and other technical communications;
  • Website management skills and/or experience with web-based content management systems;
  • Outstanding interpersonal skills and ability to interact with individuals at all levels;
  • Familiarity and experience of working with USAID and other donor-funded programs.

Duties and responsibilities

  • Provide strategic advocacy and communication direction to the assigned programs;
  • Design, produce, and disseminate knowledge products such as process documents, fact sheets, brochures, project overviews, topic summaries, success stories/ impact stories, and other collaterals;
  • Prepare and produce content for monthly electronic newsletters, including carefully curated articles and preparation and production of briefing materials on the programs as needed/requested;
  • Develop background documents and toolkits to support advocacy, communication outreach, including social media toolkits for the programs;
  • Lead, design and develop multimedia products (audios and videos);
  • Overall design and oversee web portals technically and editorially;
  • Tracking of all communications team activities and proposed activities;
  • Assist in reviewing and editing of technical reports, special reports, program documents, regular progress reports including quarterly and annual reports;
  • Assist with stakeholder outreach by planning and writing content for media, social media, and events;
  • Work with task leads /program managers to prepare communication and outreach materials, including interviewing experts and/or reviewing and revising text;
  • Lead South-South Learning and Knowledge Exchange within and between the programs and regions;
  • Supervise other staff assigned under the IKM portfolio;
  • Other duties and responsibilities as assigned by the Director, PRR.

Reporting relationship:

  • Report to Director, Preparedness for Response and Recovery (PRR) Department of ADPC.
  • Work closely with other Project/Program Managers of PRR.
  • Work closely with other departments, ADPC communication team, and staff of ADPC as required.
