The IDRL Programme seeks to reduce the vulnerability and suffering of people affected by disasters by raising awareness of the importance of legal preparedness for disasters and offering services such as advocacy, technical assistance, training and research. Activities are carried out together with National Red Cross and Red Crescent Societies and in close collaboration with other major stakeholders such as States, the United Nations and regional organisations concerned with disaster management.

The IDRL Americas Delegate will work in coordination and collaboration with other Americas Zone Units and regional representation offices and the Pan American Disaster Response Unit in the Americas, as well as with IDRL Programme staff in Geneva and other Zones. The IDRL Americas Delegate reports to the Zone Disaster Management Coordinator in Panama for line management and has a technical reporting line to the Global IDRL Programme Coordinator in Geneva.

The purpose of this position is to coordinate and facilitate the implementation of the IDRL Plan for 2009-2010 (available at www.ifrc.org/idrl) in the Americas region. The major objectives of this programme are:

-  Provision of technical assistance on strengthening national legal preparedness
-  Capacity-building of National Societies on legal issues in disaster response
-  Advocacy for legal preparedness and dissemination of legal and policy instruments

Key tasks and responsibilties

Responsibilities

-  Implementation of the IDRL Plan for 2009-2010 in the Americas region according to Inter American Plan of Action and to the global plan and budget.
-  Carry out administrative and reporting tasks of the IDRL programme in the Americas region
-  Support recruitment and management of consultants and interns (if needed)

Key tasks

In accordance with the IDRL Plan for 2009-2010:


-  Provide technical assistance on strengthening national legal preparedness, in particular through the initiation and implementation of 'IDRL technical assistance pilots projects', supporting the development of model IDRL legislation and studies on legal issues in disaster risk reduction.
-  Undertake capacity building of National Red Cross Societies in the Americas on legal issues in disaster response through organizing and conducting trainings and workshops on disaster law and legislative advocacy and supporting the development of a capacity building manual on legislative advocacy.
-  Advocate for legal preparedness and dissemination of legal and policy instruments through the development of partnerships with key stakeholders such as National Societies, states, United Nations agencies, regional organisations, non-governmental organizations and academic institutions. Activities include the conduct of dissemination and information-sharing activities, the cultivation of a regional pool of experts on disaster law issues and encouraging inter-governmental and regional forums to take note of and use the IDRL Guidelines.
-  Carry out administrative and reporting tasks for IDRL in the Americas region, including: mission orders and travel arrangements, preparing administrative and finance paperwork, maintaining effective electronic and paper filing systems, updating contact lists, donor and programme reporting.

Duties applicable to all staff:

Required Qualifications


Education:

-  Bachelor of Laws (LLB)
-  Advanced qualification in international law or related field preferred

Experience:

-  2-3 years experience with project management in a related area
-  Experience with networking and communicating with different stakeholders such as governments, UN agencies, NGOs and other organisations
-  Experience in legal drafting
-  Legal training in the region preferred
-  Relevant work experience in the region preferred
-  Experience in field research preferred
-  Experience within the International Red Cross and Red Crescent Movement preferred

Skills:

-  Good knowledge and understanding of international and national law and policy-making processes
-  Excellent communications skills, both verbal and written
-  Good understanding of disaster preparedness and response concepts
-  Strong organisational skills, methodical and logical approach to tasks and problem solving
-  Ability to organise, analyse and synthesise large amounts of information
-  Sound knowledge of Microsoft Office applications
