Background

North East Lincolnshire has ambitious plans to deliver economic growth. It has the largest deep water port in Europe and it is improving sustainable transport links to the whole UK market. It has made major improvements in the quality of our retail and cultural offer and it has a radical and extensive leading UK delivery partnership with Balfour Beatty that enables the Council to focus on the task of driving change forward.

The Council is looking to recruit a client side strategic and professional Development & Infrastructure team which can further develop the positive and constructive working relationships with its partners, including Balfour Beatty. This small team will have to punch above its weight to ensure objectives are achieved and will drive the delivery of physical development and economic growth. The team will need to think beyond technical boundaries, position itself as an effective agent of change and comprise individuals with commitment, tenacity and drive, dedicated to high quality outcomes.

Providing specialist advice and guidance to support the development of strategies with regard to flood risk management and environmental infrastructure, the lead flood risk management officer will provide strategic programme management and budgetary oversight of these areas to ensure that the Council’s responsibilities as a Lead Local Flood Authority are discharged

Responsibilities


• Provide specialist guidance and advice in the development of strategies for flood risk management (FRM) and environmental infrastructure and work with the partner to ensure that these are delivered in alignment with the Council’s interests and other major strategies.
• The setting, delivery and challenging of key Council strategy and policy initiatives in relation to FRM and environmental infrastructure. Ensure compliance with appropriate policy governance frameworks and relevant legislation, alongside assessing the compliance of the partner with the provisions of the contract.
• To ensure the Councils responsibilities as a Lead Local Flood Authority are discharged
• To provide strategic programme management and budgetary oversight of FRM and environmental infrastructure. Secure government funding, and enable other investment to effectively deliver FRM and environmental infrastructure.
• To monitor and challenge business plans ensuring alignment and compliance to the councils policy and strategy framework. Proactively identify, manage and address risks, opportunities and interdependencies across the organisation
• Identifying policy developments and best practice and share and implement as appropriate. Network with other authorities, other departments, government agencies and other stakeholders to identify best practice, synergies, and opportunities for joint working.
• Collation, interpretation and analysis of intelligence and data in relation to policy and strategy. In particular to review international, national and regional policy advice documents and the policies and strategies of relevant Government agencies and advise the partner on the implications of these for delivery of the relevant services.
• To liaise with the partner in collating complaints about service and remedial measures that have been taken, and to ensure the quality of all communications relating to highways and transport services.
• To alert the organisation and partner to emerging drivers and influences that may impact on future strategic plans and support the delivery of priority outcomes.
• To effectively manage relationships with all directorates, officers and external partners engaged in related policy and strategy development

Additional/specific requirements

Demonstrates a proven track record of undertaking work of a complex nature and experience in:

• Providing advanced specialist professional advice and advocacy to deliver effective outputs within the area of FRM and environmental infrastructure.
• Successfully working within a complex FRM/environmental infrastructure role in a large, diverse organisation.
• Commissioning and monitoring contacts for professional services
• Contributing to business improvement through delivery of targeted outcomes.
• Programme and project management

Demonstrates a detailed/specialist knowledge of:

• Detailed advanced specialist knowledge and application of statutory and regulatory frameworks relevant to FRM and environmental infrastructure.
• Effective policy/strategy development and implementation and it’s contribution to the outcomes of the organisation
• Project and programme management tools and principles

Evidences the following advanced / specialist skills and abilities:

• Application of advanced specialist knowledge and skills to deliver a range of advanced activities within the area of FRM and environmental infrastructure.
• Research, analysis, interpretation and application of regulatory frameworks and codes of practice in relation to FRM and environmental infrastructure.
• Use of the internet for complex research/information gathering.

Education and qualifications:

• Educated to first degree level with suitable recognised planning, development or environmental qualification.
