Purpose of position

The Federation Secretariat specifically has the responsibility to ensure it is providing effective technical support services to its membership while promoting membership adherence to strategies, policies, and agreements which will maintain and uphold the image and integrity of the Federation and Movement. This requires that effective coordination mechanisms be established in all stages of the programme management cycle, and includes information management and external relations coordination.

At the operational level, this position is required to support a technical standard setting, integrated strategic planning, monitoring and evaluation approach within both a Movement Coordination Framework and within a shifting external political and donor stakeholder environment geared to more effectively advocate for and provide services to beneficiaries, engage in short and long term planning, and to support the HNRCS in relevant and sustainable OD and CB initiatives.

The purpose of the role therefore is specifically to promote effective cooperation of the RC/RC Movement components in the technical area of livelihoods to share and/or align resources and actions in order to ensure effective service delivery to people affected by the Haitian earthquake. This will include defining minimum program quality standards in livelihoods work in Haiti in line with global standards such as Sphere with the objective of improving the quality and accountability of the RC/RC Movements response in the area of urban livelihoods recovery in a resource poor environment.

Description of Duties

Operational Support

1. Facilitate and promote the implementation of a common livelihoods strategy for the RCM ensuring coherence and consistency in approaches to relief, recovery and longer term development programming and harmonization with existing Federation policies and frameworks and global good practice.

2. Facilitate and lead implementation of the livelihoods components of the Federation Wide Strategic Framework encompassing existing and ongoing strategic planning processes of key operational National Societies in Haiti, ensuring inclusivity of all relevant stakeholders, integration of livelihoods with other programming sectors including shelter, food security / health and WATSAN, clear exit and transition strategies and quality and accountability standards to beneficiaries.

3. Coordinate and provide technical support across the RCM for ongoing livelihoods programming that integrates and draws upon individual National Society assessments and analysis of the changing humanitarian context and beneficiaries changing and diverse needs, vulnerabilities and capacities.

4. Promote adequate support and priority for mainstreaming cross cutting issues such as protection of vulnerable groups, gender, disaster risk reduction, environment and ensuring that operations are in line with the humanitarian principle of 'do no harm'.

5. Facilitate and develop a robust and realistic Federation wide monitoring and evaluation system including support and input to Federation wide reporting. Produce regular, timely and accurate narrative and financial reports and oversee the timely consolidation and dissemination of information on RC/RC Movement livelihoods activities.

6. Develop or facilitate the development and maintenance of improved operational procedures, systems and coherent programming guidance across the RCM to improve efficiency and effectiveness.

7. Provide sound, ongoing strategic advice to the Head of Operations regarding livelihoods best practice and programming issues.

8. Provide or facilitate timely and high quality technical advice to the International Federation and National Societies for effective livelihoods programming in areas such as strategic planning and monitoring, assessing ongoing livelihoods capacities and assets, cash transfer programming, market assessment and analysis, household economy, food security, community development and infrastructure and gender analysis as related to livelihoods.

Coordination and relationship management

9. Promote coherence and/or complimentary alignment of Red Cross and Red Crescent partner actions in livelihoods with the HNRCS own strategic plans, and with the strategic plans of the Haitian Government, international organizations and aid agencies without compromising Red Cross and Red Crescent principles and values.

10. Network and coordinate with the Government of Haiti representatives, NGOs, UN and other international and national organizations to share livelihoods information and resources.

11. Represent the International Federation Secretariat at external livelihoods fora and relevant clusters to ensure the RC/RC Movement is kept informed and up to date on good practices and emerging trends related to livelihoods in the Haiti context.

12. Support and facilitate the development of RCM technical coordination mechanisms as well as overarching recovery coordination mechanisms to share experience and information between ICRC, the Federation and NS.

13. Explore opportunities for joint reviews and evaluations both internally and externally to the RCM.

14. Support and facilitate capacity building for HNRCS, National Societies and Federation Secretariat colleagues in key livelihoods areas.

15. Facilitate negotiations, problem solving, and trust building among Movement partners ensuring coherent and consistent approach to livelihoods recovery.

Knowledge sharing and learning

16. Develop a collection of RCM and Federation lessons learnt and case studies relating to urban livelihoods recovery in large scale operations that can be available for development of global guidance materials and the dissemination of knowledge.

Lateral relationships

1. Establish and ensure effective working relationship with other delegates.
2. Ensure effective working relationship with NS counterparts and leadership.
3. Ensure effective working relationships with technical and service departments at regional and Geneva secretariat levels.

Required Qualifications

Education

- University degree in relevant area or equivalent experience required - Required
- Technical training in livelihoods or economic security - Required
- Relevant advanced university degree (Masters or equivalent) - Preferred

Experience

- Minimum of 5 years of professional experience in livelihoods - Required
- Minimum of 3 years experience working at a senior level coordination and managing livelihoods programming in disaster response operations - Required
- Experience in project cycle management including proposal development, budgeting and repoting, monitoring and evaluation - Required
- Expereince in strategy development, developing tools and guidance, providing technical assistance and in establishing and maintaining networks - Required
- Expereince of working in the RC/RC Movement - Preferred
