MEL Expert for USAID CDRI Project

Background

Miyamoto International (“Miyamoto”) is in business to make the world a better, safer place. Miyamoto is a global multi-hazard engineering and disaster risk reduction firm that provides resiliency expertise that sustains industries and safeguards communities around the world. We work with governments, international development banks, including The World Bank and Inter-American Development Bank, UN agencies, NGOs and other partners in the international development and humanitarian assistance sector to help communities build resilience to natural disasters.

The United States Agency for International Development (USAID) recently awarded Miyamoto with 5-year funding to support the Coalition for Disaster Resilient Infrastructure (CDRI), bolster India’s leadership role in disaster response and risk reduction, and lead South Asia and other member countries in addressing disaster risks by building the resilience of communities and infrastructure.

The program has three purposes:

1. Improve overall management of the CDRI Secretariat
2. Improve technical support, knowledge management and advocacy skills showcased by the CDRI Secretariat
3. Improve communications

Purpose of Consultancy

Miyamoto seeks the services of a Monitoring, Evaluation and Learning (MEL) expert over a six-week period to lead development of a detailed MEL Plan, including a Collaboration, Learning and Adaptation (CLA) Plan, with which to guide performance monitoring and evaluate program activities.

MEL/CLA Plan

The MEL/CLA Plan will follow USAID guidance for MEL (How to Note - Activity MEL Plan (usaidlearninglab.org) and will include the following:

• Theory of change and logic model;
• Process and timelines for establishing baselines for output and outcome indicators;
• Systems and tools for data quality assurance, including procedures for collecting and responding to beneficiary feedback;
• Process and tools for performance and context monitoring;
• Roles and responsibilities for all proposed MEL actions;
• Plans for monitoring context and emerging risks that may affect program implementation;
• Guidance on assessing causal pathways, targeting outcomes and adjusting interventions to yield the most effective course of action;
• Guidance on innovative methods of capturing, analyzing and sharing evidence and experiences;
• Guidance on designing and tracking gender sensitive indicators;
• Guidance on planning and conducting mid and end-term program evaluations;
• Guidance on systematizing and disseminating lessons learned and best practices;
• Guidance on financial monitoring and systems to link finance with project outputs;
• Guidance on learning strategies, processes and timeframes to ensure iterative reflection on new learning, emergent contextual shifts, game-changing trends, and adaptation of interventions and approaches;
• Guidance on aligning the MEL with annual work plans;
• Guidance on updating the MEL annually.

Deliverables

• Detailed MEL Plan adhering to USAID MEL guidance and responsive to feedback from USAID, Miyamoto and CDRI.

Timeframe

The consultancy will take place over a 6-week period beginning in mid-October 2021.

Requirements

• A graduate degree (PhD, MA, MSC or similar)
• At least 10 years of professional experience in designing, managing or evaluating international development programs, preferably funded by USAID
• Familiarity with USAID MEL guidance
• Practical skills in the use of mixed methods for baseline assessments
• Proven experience in analytical and report drafting skills
