The Asian Disaster Preparedness Center (ADPC), established in 1986, is an inter-governmental organization with headquarters in Bangkok, Thailand supporting the advancement of safer communities and sustainable development, through implementing programs that reduce the impact of disasters upon countries and communities in Asia and the Pacific. The primary geographical focus of ADPC’s activities is Asia with the South, South East and East Asia being the primary sub-regions.

ADPC has more than 31 years of working experience in Asia along with the national and local Government of its charter member countries as well as countries of the Regional Consultative Committee (RCC) on Disaster Management. Statement of Intent

The Monitoring and Evaluation Manager will work within the Strategic Planning Department (SPD). S/he will lead the development of Monitoring and Evaluation systems, processes, and develop synergies between the institution level M&E system and project based M&E plans. The incumbent will be responsible for providing leadership on monitoring and evaluating design and implementation of M&E system, monitoring the achievement of ADPC strategy and/or organizational work plan. S/he must have a firm command of Monitoring and Evaluation issues with respect to DRR, climate change, education, organizational development and capacity building, and service delivery strengthening, especially for DRR programs. S/he works closely with the Directors for designing and implementing the Monitoring and Evaluation activities of the projects and programs, takes the lead in base line studies, midterm reviews and final evaluation of the projects and programs. The Monitoring and Evaluation Manager works to maximize quality of programs and ongoing learning at ADPC.

Required Qualifications / Selection Criteria

  • Minimum of a Master’s degree in Disaster Management, International Development or any related fields;
  • At least 10 years of experience in monitoring, evaluation, program design, M&E plan development, preferably good understanding of M&E systems of donors such as USAID, EU, GIZ, etc.;
  • Ability to design M&E tools, surveys, surveillance systems, and evaluation;
  • Possess an understanding of the M&E capacity building;
  • Demonstrative analytical skills and ability to manage deliverables and support activity supervision;
  • Strong writing and organizational skills, especially for monitoring and reporting on activity and study results;
  • Data analysis experience including knowledge of SPSS or similar statistical package;
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a limited timeframe;
  • Cross cultural awareness and ability to work amongst a diverse group of staff, partners and donors;
  • Full professional proficiency in spoken and written English;
  • Ability to travel up to 30%, for occasional project assignments to provide technical assistance and capacity building/training for project staff and activities.

Skills

  • Proficiency in Windows Excel and quantitative analysis;
  • Demonstrated ability to train and build capacity of others;
  • Strong interpersonal skills and managerial capacity;
  • Experience in an international organization or in the United Nations (desirable).

General Requirements

  • Operate within all ADPC Guidelines & Procedures/Policies;
  • Provide ongoing capacity building training & development to ADPC staff as required.

Duties and Responsibilities

The M&E Manager will design an institutional level M&E system and plan for ADPC in consideration of the objectives of the ADPC corporate plan and ADPC Strategy 2020, demonstrating commitment and endorsement to global and international framework related to DRR and CL including assessing the validity of the information and indicators that contribute to that plan. The M&E Manager will also:

  • Develop performance indicators, milestones, M&E tools, etc. for measuring the performance and report progress to Executive Committee and Thai Foundation Board;
  • Ensure synergies between the institutional level M&E system and program/project level M&E systems so that program/project outcome can be measured towards institutional achievements;
  • Develop clear and standardized M&E guidelines, protocols, M&E materials including indicators, data collection tools, training curricula, assessment tools, etc.;
  • Lead all M&E initiatives within the center;
  • Work as a point of contact for monitoring and evaluation in the institution and provide guidance to technical teams on issues related to monitoring and evaluation;
  • Represent ADPC in technical, policy and planning forums with donors and other key stakeholders;
  • Monitor the achievement of ADPC’s strategy, organizational work plan, etc.;
  • Assist the Executive Director, Deputy Executive Director, and Directors to identify challenges, problems, and set up the indicators to achieve the organization’s strategy;
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions;
  • Assist in writing technical reports and presenting technical activities both internally and externally;
  • Assist in the development and management of project work plans, budgets and deliverables, including ensuring quality and timeliness of all reporting requirements.

Reporting Relationship

  • Reports directly to the Director of Strategic Planning Department;
  • Work closely with Executive Committee members and other staff of ADPC.

Contract Duration

One (1) year contract with possibility of extension.
