A. About Asian Disaster Preparedness Center
ADPC is an intergovernmental regional organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders.
Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC is a competent regional resource center and has seven thematic departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees.

ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change and regional cooperation.

B. Background
The Building Resilience through Inclusive and Climate-adaptive disaster risk reduction in Asia-Pacific (BRDR program) is a five-year program that aims to protect development gains and to enhance regional cooperation on inclusive and gender-equal risk reduction approaches. The program seeks to develop and support the implementation of innovative and inclusive measures that link stakeholders engaged in development, DRR, climate resilience and emergency preparedness. The Progress Reporting and Accountability workstream of the BRDR program is focused on identifying country needs and challenges in-relation to progress reporting under the Sendai Framework Monitoring Systems to strategize and test opportunities to streamline and align reporting with the Sustainable Development Goals Progress Framework which utilizes gender and rights-based approaches. ADPC is working closely with the Office of Civil Defense.
The recent review and updating of the National Disaster Risk Reduction and Management Plan (NDRRMP) recognized the need to develop a monitoring and evaluation (M&E) system that will track not only the progress of implementation of planned outputs, but more importantly, to be able to monitor progress towards the intended outputs and outcomes outlined by the updated National Disaster Risk Reduction and Management Plan (NDRRMP) in alignment with the targets of the Sendai Framework for Disaster Risk Reduction (SFDRR).
The Office of Civil Defense (OCD), will develop a results-based monitoring and evaluation (M&E) Framework and Plan will be adopted to demonstrate accountability and transparency, ensure that tangible outcomes or outputs are achieved in a timely and efficient manner as well as show results.
The Monitoring and Evaluation Officer, funded by Asian Disaster Preparedness Center (ADPC), will be engaged to coordinate and work with the M&E Project Team (OCD, Core Team of Consultants and NDRRMC TWG). The M&E officer will report to and work under the administrative supervision of the Disaster Risk Governance Division-Policy Development and Planning Service of OCD, and concurrently reporting and updating the Risk Governance Department of ADPC.
Once the M&E framework has been developed, a subsequent activity is the development of a web-based online system to assist the OCD as well as relevant national government agencies, the local governments to organize and automate the tracking the progress of the implementation of the various outputs and intended outcomes of the updated NDRRM Plan.
The overall objectives of this consultancy service are to:
- Provide support for the coordination and implementation of the activities based on the approved work plan, research, and learning framework of the Project
- Develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project on Development of Monitoring and Evaluation System for the Updated NDRRM Plan 2020-2030
- Provide technical assistance to the implementing agencies, particularly in monitoring, reporting and governance issues
C. Statement of Intent
The Consultant will be required to support in the development of an enhanced M&E system for the updated NDRRMP 2020-2030, develop metrics and indicators that will track the activities, verify the outcomes, and learn lessons that can be fed into future interventions. This will also ensure coherence and harmonization with existing DRRM indicators and systems such as in reference to the Sendai Framework Monitoring.
The Consultant will be based in Manila, Philippines and report to ADPC’s Focal Point

It is not the intent of this Terms of Reference to cover every aspect of the position requirements, rather to highlight the most important areas of personal and joint responsibilities.
D. Duties and Responsibilities
The primary assigned tasks of the Consultant are to:
- Review the quality of existing data in relation to the SFDRR targets and indicators, including sex, age, disability, disaggregated data (SADD), the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
- With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources.
- Produce briefing papers, reports on M&E findings, prepare presentations for workshops and consultations, and after activity reports as required.
- Contribute to the analysis of outputs and recommend improvements to the Project Team to enhance the same.
- Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of monitoring and evaluation activities.
- Provide OCD with management information it may require.
- Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
- Perform other duties as may be assigned by OCD.
- Provide monthly progress reporting to ADPC accompanied with a monthly timesheet.
E. Qualifications
The candidate should at least have:
- Advanced University degree in Sociology, Social Development, Development, Economics, Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training courses
- Minimum of three years of professional experience at the national level in public information or related fields of work
Languages:
- Excellent written and spoken command of English and Filipino
Competencies:
- Proven experience in M&E and progress tracking of DRR implementation
- Good knowledge of programme implementation, monitoring and evaluation techniques and practices.
- Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects.
- Ability to build on relevant knowledge within and outside NDRRMC as well as actively
- Strong understanding of the Sendai Framework for Disaster Risk Reduction (SFDRR)
- Familiarity with impact assessment is an advantage
- Proven knowledge and experience in disaster risk reduction and management.
- Good knowledge in gender mainstreaming.
- Proven experience in facilitation and training skills.
- Demonstrated ability to liaise and negotiate with government and social partners.
- Excellent analytical, and organizational skills
- Ability to work in a team and good interpersonal skill, and in dealing with people with tact and diplomacy
- Ability to work independently with a minimum of supervision, under time pressure and to work in diversified environments.
F. Reporting Relationships
The Consultant will work under the supervision of Mr. Israel Jegillos, DRR Manager, Risk Governance of ADPC. The consultant will report to and work under the administrative supervision of the Disaster Risk Governance Division, Policy Development and Planning Service of OCD.
G. Contract Duration
The contract duration will be for 12 months. The evaluation would be made based on the delivery of each of the quality outputs in the decided timeframe.
H. Selection Method
The consultant will be selected in accordance with ADPC’s recruitment process.
