  • Guarantee the formulation and approval of the DRR National Plan according to the roadmap.

Duties and Responsibilities

Within limits of delegated authority, the consultant will be responsible for the implementation of the National Pilot Plan in Honduras within the DIPECHO project framework “Supporting the implementation of the Sendai Framework for Disaster Risk Reduction in Central America (Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama)”. 

The present consultancy will allow a good coordination and outgoing communication with the national partners and actors, including COPECO, and national implementing partners of the DIPECHO’s Action Plan 2016-2017. 

In particular, this consultancy will carry out the following activities:

Coordination:

  • Coordinate, jointly with UNISDR-Americas, CEPREDENAC, COPECO, and ECHO staff, the implementation of the DIPECHO Central America Project 2016-2017 in the Region (See the project´stext and logical framework). 
  • Guarantee the involvement, leadership, and follow up of COPECO. 
  • Participate in the coordination of national activities of the DIPECHO 2016-2017 projects to be carried out by DIPECHO national partners in Honduras, by assisting regular coordination meetings of RRD/ECHO projects, drawing up the notes for the file, and distributing them to UNISDR, CEPREDENAC and COPECO. 
  • Support the coordination of additional actions, if required by UNISDR, COPECO and CEPREDENAC.
  • DRR National Plan: 
  • Make an assessment on the situation in the country on national plans and strategies, based on the available information in the country and in consultation with stakeholders. 
  • Support COPECO in designing a roadmap for the DRR National Plan formulation process. 
  • Accompany the organization and implementation of the roadmap for the DRR National Plan formulation process, and coordinate the process until the National Plan validation. 
  • Coordinate the consultation process with the national platform and sectoral actors for the DRR National Plan formulation and systematize the outcomes in order to incorporate them into the DRR National Plan formulation process.
  • Systematize the inputs, prepare and draft the DRR National Plan document. 
  • Guarantee the validation and approval of the DRR National Plan.
  • Support the socialization process of the National Plan with stakeholders. 

Project Implementation: 

  • Support the PCGIR harmonization process in the region, with main focus on Honduras.
  • Coordinate with CEPREDENAC and the National Systems, the organization of a national consultation workshop in Honduras for the PCGIR, and ensure validation from the corresponding national authorities. 
  • Support the implementation of 1 national workshop of the Making Cities Resilient Campaign, and relevant events. 
  • Support the cooperation framework agreement on Making Cities Resilient Campaign, signed in Honduras by COPECO, UNISDR, AMHON, PNUD y GOAL.
  • Identify municipalities, and facilitate the development of 2 or more actions plans or municipal/local strategies for DRR, reflecting DRR and urban resilience, and alignment with the 10 Essentials (ideally through national DIPECHO partners and/or Community Resilience Platform). 
  • Promote and encourage the dissemination and use of the produced tools in Honduras and Central America through Facebook, and DIPECHOLAC and CEPREDENAC web sites. 
  • Implement project visibility actions in Honduras. 
  • Ensure and follow-up the participation of Honduras´ authorities to DIPECHO regional planning workshop, planned workshops for the PCGIR harmonization process, Regional Platform for DRR in Canada, PCGIR Consultation Forum, Global Platform for DRR in Mexico, and WISS Meeting in Costa Rica. 
  • Provide general guidance for the International Day for Disaster Reduction (IDDR), and disseminate events and initiatives. 
  • Support the implementation of the Urban Risk DEVCO project in Tegucigalpa.
  • Support national actions related to Disaster Risk Management that are complementary to DIPECHO and assigned by COPECO, CEPREDENAC or UNISDR-Americas.
  • Other task mutually agreed between COPECO and the Regional Coordinator of the project from UNISDR-Americas. 

Monitoring: 

  • Prepare monthly reports of project implementation and quarterly planning.
  • If required, carry out support missions to the Central American countries and DIPECHO projects, according to mutual agreements between COPECO, CEPREDENAC, UNISDR-Americas, and ECHO.
  • Facilitate the administrative and operations support of the project for the implementation of activities at national level. 
  • Maintain permanent link and coordination with the managements units of COPECO, regarding national processes. 
  • Keeping up-to-date a contact directory for the implementation of common initiatives and consultations in Honduras, jointly with UNISDR staff.

Qualifications/special skills

Academic Qualifications: A master degree in Social Sciences, sciences, Geography, risk assessments or subjects related to Disaster Risk Management.

Experience:

  • At least 7 years of experience in the fields of risk management, climate change and/or sustainable development. 
  • Experience in the direction or coordination of national projects, preferably in both the public and international cooperation sectors. At least 5 years of experience in Central American Region and DIPECHO Projects is highly regarded. 
  • Knowledge of inter-governmental mechanisms, DRR platforms, tools, and mechanisms. 
  • Experience in the analysis and synthesis of information, and proved experience in the formulation of strategies, programs, or other type of documents related with work in multidisciplinary teams. 
  • Good understanding of the Disaster Risk Reduction field and the processes, actors, and institutions involved in the DRR field in the Central American Region. 
  • Must be willing to travel in the Region as required for the position.
  • At least 5 years of experience in monitoring projects. 
  • At least 5 years of experience in the organization and expediting of consultation processes and workshops. 
  • At least 5 years of experience in working with SICA and/or National Disaster Management Systems. 
  • Excellent writing and analytical skills.

Language: Fluency in Spanish is required. Proficiency in English, both oral and written is preferable; working knowledge of another official UN language or national languages are an asset.
