Background

Southern Sudan has experienced a long-standing civil conflict, which has continually exposed it to constant chronic and emergency situations. With the recent formation of a popularly elected Government, southern Sudan faces the challenges of addressing the effects of decades of destruction and disorientation of productive activities and systems. It is acknowledged that southern Sudan needs to focus on recovery and development to rebuild livelihoods that are destroyed by decades of conflict. However, southern Sudan continues to be exposed effects of local level conflicts, vagaries of drought and floods, population movements high and high malnutrition that continue to undermine the realization of long-term development goals. Lack of dedicated personnel has hindered monitoring of shocks and preparation of emergency plans to address emergencies. It is in this context that WFP seeks to support the Southern Sudan Commission for Relief and Rehabilitation in detecting and monitoring hazards as well as preparing mitigative actions to minimize disruptive of emergency conditions by seconding a full-time Early Warning and Disaster Risk Reduction Officer.

Duties and responsibilities

The successful candidate will be appointed by WFP and seconded to the Ministry of Disaster Management and Humanitarian to work with the Commission of Relief and Rehabilitation. He/She will be a core member of the early warning, disaster preparedness programmes to help in building the capacity to detect and monitor threats to food and livelihood security and develop pre-emptive strategies for reducing the effects of emergencies.

The successful candidate shall

• Monitor main shocks (Floods, Droughts, Conflict, Population movements) that affect food security In collaboration with the WFP VAM Unit, prepare early warning updates highlighting key threats to food security and livelihoods.

• Review Early warning reports published for southern Sudan: Flood watch, FEWS NET Reports and other and regularly highlight the key EW issues in food security and livelihoods in an accurate and timely fashion.

• Assist in the design and formulation of a disaster risk reduction strategy.

• Conduct periodic risk and vulnerability assessment in identified areas and participate in the Southern FSMS assessment missions.

• Conduct regular training on early warning at the state-level.

• Provide decision support for emergency preparedness (who, where, how many are affected, why, what can be done to prevent the emergencies in the future).

• Provide Technical inputs in the discussions for the formulation of disaster management reduction policy and contingency planning.

Required qualifications

Education

• Post graduate degree in agriculture, economics, geography or other relevant field from a recognized university.

Skills

• Skills in designing and running training programmes

• Proven skills in GIS and Remote Sensing

• Good communication skills (both oral and written)

• Ability to work in a multi-disciplinary environment

• Knowledge in emergency management, preparedness and relief operations.

Experience

• At least three years of experience in early warning and emergency relief and preparedness

• Good Knowledge of Southern Sudan.

Language

• Fluency in English & Juba Arabic essential.
