ASEAN is one of the world’s biggest and fastest economic regions (7th in the world and 3rd in Asia) and is home to 600 million Asians. The integration of the region through the ASEAN Community paves the way for increased growth and prosperity for all. Amidst this, ASEAN recognizes that exposure to various natural hazards is rapidly rising and vulnerability to extreme weather events and climate change is spiralling. This "new normal" leads to growing frequency and severity of disasters, exacting a tremendous toll on economic, social, cultural, physical, and environmental capital of countries and communities. This in turn stifles our region's sustainable development including our efforts towards poverty eradication.
To forge a more resilient and inclusive future, ASEAN in partnership with civil society groups led by the AADMER Partnership Group (APG) and with support from the Asia Development Bank (ADB), has launched an exciting programme called Peer to Peer Resilience Exchange Project (or P2P ExChange Project). The P2P ExChange Project seeks to strengthen community resilience in the ASEAN region through innovative peer-to-peer learning platforms and mechanisms so good practices can go “viral” and will be available to various audiences and in various tiers (village to national to regional and even global) in whatever corner of the world they might be. We plan to ignite peer to peer learning among local governments, civil society organizations, research institutions, private sector groups, entrepreneurs, non traditional development players and organized women's groups.
The Project works on the assumption that resilience building is everyone’s business and it is a good investment for the present and long term future. And the good news is there are many good practices on the ground that is waiting to be shared so we can turn them into an epidemic of resilience.
This game changing project needs a Team Leader who is willing to take on the challenge of:
Strategic Thinking
- Work with a team of collaborators to develop a delivery framework for a research programme that utilises existing evidence and peer to peer leaning methodologies.
- Lead in designing country and regional level learning exchange workshops that will capture experiences from diverse stakeholders.
- Identify mechanisms to facilitate linkages between field level experience and changes in policy implementation.
- Identify entry points to market the project to various audiences using out of the box strategies
Learning and representation
- Be the brand Ambassador of the project to other key agencies and authorities, including the ASEAN Secretariat DMHA Division, ADB, the Government of Canada and other partners, academic institutions, private sector and national Resilience Platforms.
- Build institutional relations to strengthen and grow the impact of the project on the implementation of the ASEAN Declaration on the Institutionalization Resilience.
- Ensure the learning project is designed based on a strong gender analysis and set up to maximize opportunities for women’s engagement.
What we’re looking for
- Must be a citizen in any of the ASEAN countries.
- Substantial experience of resilience programming in multiple countries, including significant experience in the ASEAN region.
- Experience of senior level representation with Governments, INGO’s, the UN and the private sector.
- Ability to work creatively, innovatively and effectively within multi-cultural teams and cultural contexts.
- Excellent computer skills (Windows, Word, Excel, PPT, Internet and email), including the use and maintenance of internet-based information platforms.
- Ability to work, manage and coordinate with people at various GMTs using mostly ICT based platforms.
- Experience of facilitating large learning events that bring together civil society, government, academia and private sector.
- Willingness to travel up to 40% of the time.
- Fluency in both written and oral English.
- Someone with a Masters Degree or appropriate research experience in development studies, DRR or CCA (preferred but not a must).
