Global objective

The global objective of the assignment is to support the programming exercise of the 11th EDF and assist EU, SADC Secretariat and its Member States, in identifying and prioritising the relevant interventions for the SADC Region to be funded under the 11th EDF.

Specific objective

The specific objective is to support the programming exercise of the 11th EDF and assist SADC, its member countries and the EU, in identifying and prioritizing the relevant interventions for the SADC region to be funded under the 11th EDF in relation to Regional natural resources management focal sector encompassing sustainable environmental management, climate adaptation and mitigation and early warning and disaster preparedness.

Wanted Profiles

Expert 1 CAT I - Team Leader - Environment / Sustainable Development

Qualification:

  • University degree (or an equivalent diploma) of at least four years in a relevant discipline (e.g. Environment, Development, or related Field) or an equivalent relevant professional experience of at least eight years above the general and specific professional experience required below.
  • Sound Knowledge of regional cooperation in the area of natural resource management.
  • Solid understanding of EDF rules and procedures.
  • Fluent in spoken and written English.
  • Knowledge of other official SADC languages (French and Portuguese) would be an asset.
  • Computer literate with good working knowledge of the standard Microsoft Office suite of programmes

Required Experience:

  • At least 12 years professional experience in the area of Environment.
  • 5 years of professional experience in the field of Sustainable Development.
  • 5 years of experience working in Sub Saharan African Context, experience in the SADC region would be an asset.
  • Demonstrated experience in EU project formulation.

Expert 2 CAT I - Climate Change Adaptation and Mitigation Expert

Qualification:

  • University degree (or an equivalent diploma) of at least four years in a relevant discipline (e.g. in environmental sciences, environmental economics, development economics or related Field) or an equivalent relevant professional experience of at least eight years above the general and specific professional experience required below.
  • Sound Knowledge of regional cooperation in the area of climate change.
  • Excellent analytic abilities ideally applied to climate change-related research, as evidenced by relevant publications and project experience.
  • Solid understanding of EDF rules and procedures.
  • Fluent in spoken and written English.
  • Knowledge of other official SADC languages (French and Portuguese) would be an asset.
  • Computer literate with good working knowledge of the standard Microsoft Office suite of programmes.

Required Experience:

  • At least 12 years professional experience in the area of Environment.
  • 5 years of professional experience in the fields of climate change, climate change adaptation, resilience to climate change, climate change mitigation.
  • 5 years of experience working in Sub Saharan African Context, experience in the SADC region would be an asset.
  • Experience and understanding of relationships between climate and development (industry, infrastructure, tourism, agriculture, energy and related sectors).
  • Experience/knowledge of social, economic, environmental and climate change related problems in Southern Africa.
  • Demonstrated experience in EU project formulation.

Expert 3 CAT I - Early Warning and Disaster Risk Reduction Expert

Qualification:

  • University degree (or an equivalent diploma) of at least four years in a relevant discipline (e.g. Natural, Environmental, Social Sciences, Development, or related Field) or an equivalent relevant professional experience of at least eight years above the general and specific professional experience required below.
  • Sound Knowledge of regional cooperation in the area of natural resource management.
  • Fluent in spoken and written English.
  • Knowledge of other official SADC languages (French and Portuguese) would be an asset.
  • Computer literate with good working knowledge of the standard Microsoft Office suite of programmes.

Required Experience:

  • At least 12 years professional experience in the area of Environment.
  • 5 years of professional experience in the fields of Early Warning and Disaster Risk Reduction with possible experience in humanitarian assistance management.
  • 5 years of experience working in Sub Saharan African Context, experience in the SADC region would be an asset.
