Background and rationale

The Asian Disaster Preparedness Center (ADPC) was established in 1986 to support the advancement of safer communities and sustainable development, through implementing programs that reduce the impact of disasters upon countries and communities in Asia and the Pacific. ADPC is governed by its Board of Trustees and annually convenes the Regional Consultative Committee on Disaster Management (RCC) that brings together National Disaster Management Offices (NDMOs) from 26 countries of the Asian region. In 1999, ADPC was constituted as an independent non-profit foundation under Thai law, with its headquarters in Bangkok. For more information, please visit www.adpc.net. In March 2011, on completion of 25 years, ADPC in consultation with member countries and development partners development the Strategy to guide its support to countries over the next decade. The ADPC Strategy 2020 aims at focusing the involvement of ADPC on key issues in the region in relation to disaster risk reduction and climate change adaptation, based on its long years of experience and comparative advantage. The implementation of ADPC Strategy 2020 is being pursued through a programmatic approach on three core areas namely Science, System and Applications for DRR, with each of the three programs having well defined Outcomes and Result Areas. At the same time, ADPC also went through an internal restructuring to organize itself in six thematic departments, with each having a niche focus and working together to contribute towards the overall outcomes of ADPC Strategy 2020.
Status of the Program Coordinator

The Program Coordinator, working under the direct supervision of the Head of Departments (HoD). He/She will be working with the Project Manager/Program Manager for specific project/programs.

The Program Coordinator refers to the professional title and grade as per ADPC’s personnel Policy and guidelines. All ADPC-wide provisions and norms are applicable unless and otherwise declared in writing in the Contract.

Roles and Responsibilities

The Program Coordinator is a development position to provide support to six thematic Departments of ADPC. The Program Coordinator will be responsible for providing all the requisite support to HoD / Senior Project/ Program Manager (SPM), Project/ Program Manager for an effective management of project/program, and planning and administration of new initiatives within the Departments.

Core responsibilities

  • Day to day liaison with Government counterparts of the project at national and local level to support effective implementation of the various activities under the projects.
  • Assistance to Project management team for implementation of program activities
  • Coordination of logistics for events (seminars, training programs, capacity building initiatives etc)
  • Provide resource inputs for conducting events (seminars, training programs, capacity building programs etc)
  • Development of proposals for organizing events, prepare budget estimates, prepare invitations etc
  • Communication and networking with program partners, relevant government agencies in promoting and organizing events (Training courses and other networking events)
  • Documentation of proceedings of events(prepare minutes of meetings, summery of events for web posting, press releases etc) under the guidance of project management team
  • Assistance in development of Knowledge management products such as case studies, other documentation in capturing project experience
  • Technical coordination and extend support to Project Management team for managing Technical assignments ( prepare Budget estimates/contracts/proposals for organizing related events, purchase of equipment, obtaining quotations etc ),
  • Undertake small scale consultancy and technical assignments related to the program under the guidance/supervision of project management team
  • Providing technical inputs for technical assignments (analytical work, field, experimental support) and documentation of technical proceedings of events
  • Resource inputs for capacity building(undertake sessions, development of session material etc)
  • Maintenance of inventories for assets kept in the country for the program implementation
  • Ensure availability of stationary, material and other services to Project Management team when visiting the country
  • Performs other related tasks as assigned by supervisor.

Specific knowledge, skills and attitudes required

A. Education qualification and work experience

  • Bachelor or Master Degree in General Management, Engineering, Science, or any related filed.
  • At least 2 years of practical experience working in the field of Disaster Risk Management.
  • Ability to liaise with government officers both senior and junior levels.
  • Sound understanding of Disaster Risk Reduction
  • Experience of working/coordinating with Government Institutions (GIs)
  • Positive attitudes to learn and ability to deliver under pressure
  • Strong analytical and writing (English language) skills.
  • Strong communication skills (both oral and written English)
