Background

ACDI/VOCA currently has approximately 97 projects in 38 countries and revenues of over $140 million.We are currently seeking a Program Director for an anticipated 10-month disaster response program in Mali. The Program Director will assume responsibility for the overall program implementation and management of the project. S/he will provide leadership, oversight and support to all aspects of the program including, but not limited to, cash-for-work activities, disaster-risk reduction plans, and agricultural activities including livestock support and seed and input distribution. The position will be based in Mopti with travel to Bamako. The position is contingent on ACDI/VOCA being awarded the program.

Responsibilities

• Provide oversight and management to all project components. Provide technical oversight and ensure quality monitoring and evaluation, including the development of a monitoring and evaluation plan and work plans.
• Work closely with USDA Food for Progress staff in Mopti and other ACDI/VOCA programs in Mali to ensure coordination and collaboration between all ACDI/VOCA program activities within Mali.
• Liaise with program subrecipients, as well as Mali governmental agencies and USAID offices in Mali and Washington, DC, to ensure smooth program functioning and clear communications and to maintain relationships.
• Develop and maintain relationships with other donors and organizations operating in Mopti; organize and participate in coordination meetings as appropriate.
• Serve as the principal liaison with OFDA on matters related to the program to ensure financial and programmatic accountability to OFDA.
• Ensure local hire employee contracts are developed in accordance with established ACDI/VOCA institutional hiring and dismissal practices and the Malian Labor Code. Recruit, hire, train, manage and evaluate staff as necessary to ensure program success.
• Oversee budgets to ensure all expenditures are in compliance with ACDI/VOCA and donor policies and regulations as well as within the scope of the program budget.

Qualifications

• Minimum of 5–8 years’ experience in international humanitarian relief programs is required.
• Previous senior management experience in emergency programs is required.
• Experience with cash transfers in emergencies is highly preferred.
• Prior experience with OFDA projects, procedures, policies and reporting requirements is required.
• Minimum of a bachelor’s degree in international development, public health or another related field is required; master’s degree highly preferred.
• Familiar with international humanitarian operations and coordination structures.
• Demonstrated proficiency in the field of people and project management.
• Effective record of building relationships with governmental organizations as well as private and community organizations.
• Established track record of achieving results within difficult working environments.
• Fluency in both English and French is required.
