The Asian Disaster Preparedness Center (ADPC), established in 1986, is a regional non-profit foundation with headquarters in Bangkok, Thailand, supporting the advancement of safer communities and sustainable development through implementing programs that reduce the impact of disasters upon countries and communities in Asia and the Pacific. The primary geographic focus of ADPC’s activities in Asia is with South, Southeast, and East Asia as sub-regions. ADPC has more than 30 years of working experience in Asia along with the national and local governments of its charter member countries as well as countries of the Regional Consultative Committee (RCC) on Disaster Management. Statement of Intent

The Program Manager will be mainly responsible for leading the planning and implementation of program activities at the national and sub-national levels with Government, Local NGO partners, Private Sector Networks and the project team in the Philippines. Note: It is not the intent of this Position Description to cover every aspect of the position requirements, rather to highlight the most important areas of personal and joint responsibility.

Duties and Responsibilities

  • Focal person for assigned projects at the country level for coordination with Government, Local NGO partners, Private Sector Networks and other stakeholder agencies.
  • Coordinate with Project and Program Manager(s) in ADPC HQ in implementing the program activities on a regular basis.
  • Regularly coordinate with the government, Local NGOs and the Private sector focal points for planning and implementation of the required activities for strengthening local capacities for preparedness for response.
  • Develop the scope of work, budgets and other required documents for sub-grant agreement with the leading sectoral agencies for planning and implementation of the activities. Follow up with the sub-grantees and ensure that the agreed outputs are delivered according to the timeline.
  • Serve as a facilitator/resource person for the capacity building activities under the project at the country level and beyond.
  • Develop action plans and the budgets for the country for implementation of the identified activities in consultation with the local stakeholders
  • Assist in developing Training Curriculum required according to local needs and review training design and training materials for capacity building & training programs being implemented.
  • Assist in knowledge management & promotion of learning among the stakeholders
  • Manage the south-south knowledge management and exchange component of the APP project for the country
  • Plan coordination meetings, provide technical resource inputs in the coordination meetings in order to enhance coordination among the local humanitarian actors.
  • Manage day-to-day local project activities of the project in the Philippines and represent ADPC as needed and overlook the financial management.
  • Review the activity and progress reports and coordinate with the local partners for timely submission of the progress reports required to the National Steering Committee and the ADPC HQ.
  • Coordinate with other members of the ADPC program team, and provide necessary support in the implementation of the training and capacity building activities in the Philippines.
  • Develop monitoring and evaluation frameworks, conduct program monitoring and evaluation activities, and develop M&E reports.
  • Oversee the knowledge management and communications portfolio for the country and coordinate with ADPC HQ focal person for communication and documentation processes for the program.
  • Attend and organize internal coordination meetings and provide assistance in building ownership to improve coordination.
  • Assist in increasing the program outreach through the development of new programmes, engagement in advocacy, assistance in leveraging support from other organizations and fund mobilization at the country level.
  • Other duties and responsibilities as assigned by the Directors.

Reporting Relationship

  • Program Level: Respective Thematic Directors of ADPC those who are overseeing thematic programs/projects in the Philippines.
  • Administration of the country office: Deputy Executive Director
  • Work closely with other staff in of ADPC as required.

Qualifications and Experience

  • Masters in Disaster Management, Environmental Sciences, Engineering, Social Science, natural science and natural resource management, or any other related fields is essential. Ph.D. in a related field would be an added advantage.
  • At least 10 years of proven experience in project implementation, coordination, planning, and capacity building.
  • Proven experience in Emergency Response Management such as scenario-based contingency planning, Incident command system development, application of specific technical information and data into training and capacity building programs.
  • Familiarity and at least 5 years of experience of working with the Provincial/National Governments in the field of Disaster Management or Climate Change.
  • Previous experience in working with Humanitarian NGOs or international organization in similar programs.
  • Knowledge of working ethics of national or state government agencies, International NGOs, National NGOs, private organizations and international organizations would prove to be an added advantage.

  • Self-motivated, pro-active and takes initiative;
  • Demonstrated ability to plan, and organize work & time independently;
  • Verbal and written communication skills in both English and Tagalog is essential;
  • Excellent interpersonal skills, team-oriented work style, and experience in working in a multi-cultural environment;
  • Strong networking capacity and understanding of development work at local and regional levels;
  • Strong desires to learn, undertake new challenges, must a creative problem-solver, and must have self-confidence, willingness to work hard, good sense of humor but with seriousness about the quality and excellence of work.
