Summary

The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is currently seeking a Program Manager, South Asia.

Under the direction of the Senior Program Manager, Asia, the Program Manager, South Asia provides leadership and operational management for the programs in India, Sri Lanka and Maldives, including program planning, monitoring and evaluation as well as monitoring budget controls. The Program Manager pays particular attention to emerging issues and maintains operational control over programming related to health, disaster risk reduction, and organizational development/ capacity building. In addition, the Program Manager supervises any follow-up issues related to the shelter projects in Sri Lanka and livelihood projects in Sri Lanka and India that represent ongoing commitments from the Tsunami recovery phase.

Responsibilities

- Coordinates CRCS development programs in India, Sri Lanka and Maldives, providing operational management in support of the CRCS field teams and through the CRCS Country Representatives based in New Delhi and Colombo, assisting in the development and management of key program components related to disaster risk reduction, organizational development/ capacity building, and health;
- Liaises with the CRCS field teams to ensure successful phase-out and follow up to existing shelter projects in Sri Lanka and livelihood projects in specific countries;
- Coordinates and centralizes all information about the activities of the three countries, and acts as first point of contact for enquiries; makes recommendations about both content and operations on quality assurance;
- Maintains reliable accounting/budgeting records and prepares financial information in order to contribute to an effective internal control of the country program budgets;
- Manages core human resources, as well as financial and administrative services and systems for the CRCS programs in India, Sri Lanka and Maldives programs;
- Liaises with the Canadian International Development Agency (CIDA) and other funding sources, with CRCS Zones/Regions, with the International Committee of the Red Cross/Red Crescent (ICRC) and the International Federation of the Red Cross (IFRC), and plays a key role in ensuring the department is supplying information to all jurisdictions on activities of the CRC in India, Sri Lanka and Maldives;
- Contributes as required to the activities of the CRCS International Development team;
- Perform other duties as required.

Qualifications

- A university degree, or equivalent education and experience in International Relations or related field;
- A strong written and verbal communication skill in English is essential. Communication in French or second language a definite asset;
- Minimum five years related work experience in an international Organization, preferably in Humanitarian aid;
- Demonstrated experience in management, including budget management, managing personnel and multiple and complex programs/projects;
- Demonstrated experience in project management methodology and proposal writing;
- Proven budgeting and project management skills;
- Self starter and able to work in an environment with ambiguity and tight timelines;
- Previous Red Cross experience in the region preferred.
- Ability to travel within and outside of Canada is required;
