The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is currently seeking a Program Officer, Disaster Risk Reduction.

Under the direction of the Senior Manager, Asia Programs, the Program Officer (PO) is responsible for specific project initiatives of the Canadian Red Cross Tsunami Disaster Risk Reduction Initiative (DRRI). The Program Officer will support the management and oversight of ten (10) DRRI projects including reporting, financial support and monitoring of project implementation. In addition, the PO will coordinate a Mid-Term Review of the DRRI and support research and tools being developed through the DRRI.

Responsibilities include:

• Support the management and coordination of the DRRI, ensuring deadlines are met and processes are followed as per Quality and Accountability standards, including project expenditure and budget compliance;
• Support the Steering Committee by developing and providing financial and narrative documents that support decision making for the DRRI ;
• Ensure the completion of Development Program related documents for the DRRI including quarterly, annual and planning documentation;
• Compile briefing notes for management on related, may attend and reports on external meetings to the team and organizes meeting at CRC when requested;
• Maintain strong working relationships within internal and external stakeholders;
• Provide support in the development and implementation of Logic Models and Performance Measurement Frameworks, baselines, Vulnerability and Capacity Assessment (VCA) in partnership with designated Red Cross National Societies;
• Advise CRCS delegations in designated countries on DRRI best practice, policies, strategic plans, and programs. As well as support the development of DRRI related projects and proposals, including development of strategic plan/framework on DRRI;
• Promote quality DRRI/Disaster management (DM) programming, including support to assessment, design, monitoring and evaluation works. Define and promote best practice and standards in CRCS DRRI/DM programs;
• Provide expertise and strategic advice on DRRI/DM issues to field staff and national societies;
• Supports the development and implementation of, and monitors existing DRRI/DM strategies and programmes;
• Undertakes field missions as determined by the Senior Manager, Asia Programs;
• Provide support and back-up to colleagues as required.

Qualifications:

• Bachelors degree in International Development or comparable related degree;
• Three to five years experience in a disaster, recovery and or/development program environment;
• Demonstrated experience in program/project management;
• Proven budgeting and project management skills including attention to detail;
• Strong written and verbal communications skills in English. Second language is a definite asset;
• Excellent knowledge of Microsoft Office with advanced competence using MS Excel and MS Word;
• Previous Red Cross experience is a strong asset;
• Strong work ethic and ability to work under stressful and ambiguous conditions;
• Self starter and able to work in an environment with ambiguity and tight timelines;
• Ability to travel within and outside of Canada is required.
