PURPOSE OF POSITION
The program Officer is a specialist who can be deployed to an emergency site within 24 tp 72 hours up to three months.
The program Officer is responsible for developing and maintaining key program information including context analysis, needs assessment, as well as project design and proposals. The program Officer is required to build relationships with key stakeholders (Government, UN, donors and International Non Governmental Organisations (INGOs), WV partners) for the critical duration of the response.
During periods of non-deployment, the Program Officer engages in disaster management design, training and capacity building, networking with donors and institutions regarding proposal program design. The position holder will also facilitate and promote disaster management models around the partnership.
MAJOR RESPONSIBILITIES
Participate in program management cycle, with focus on assessment, project planning and design proposal writing, monitoring and reporting, and real-time evaluation.
Ensure that internal and international humanitarian accountability standards are incorporated into project design, monitoring and evaluation systems and outputs.
Contribute to the development and compilation of emergency response strategy and operations plans
Facilitate the design, planning, monitoring and evaluation of specific sector programs and cross-sectoral initatives
Monitor implementation progress to ensure program is meeting accountability standards, goals and objectives.
Ensure proper assessment, planning and implementation of selected program components, in coordination with the Sector Managers on the ground. Communicate regularly with WV's Support Offices and external donor respresentatives and present funding recommendations to the response management and sector managers in coordination with the managers on the ground.
Ensure that all program managers, sector leaders and other critical staff have access to key internal and external guidelines, policies, standards and operating imperatives.
Contribute to the Rapid Induction process of all emergency response staff during deployment, and new staff during non-deployment time.
Ensure multi-sectoral program design that is accompanied by a mutual understanding of needs and context, and aim to contribute to the well-being of children and their families by helping families and communities build resilience, break vulnerability patterns, strengthen local capacity, support healthy coping mechanisms and be better prepared for future disasters
Establish a monitoring system in coordination with Sector Managers and DME Manager on the ground.
KNOWLEDGE, SKILLS AND ABILITIES
Minimum Education, Training and Experience to Qualify for the Position:
1. Degree or equivalent in Social Science or related field
2. Proven track record for multi-sector program design for large complex emergencies
3. Empirical knowledge of emergency program administration, program response, program design and project writing
1. 3-5 years experience in emergency response programming including hands on operations
2. Experience in knowledge of rapid assessment and ongoing contextual analysis
3. Familiarity with humanitarian codes, principles and practise
Preferred Skills, Knowledge and Experience:
1. Knowledge of design requirements and regulations of major donors including the United States, Canada, the EU, Australia and UN agencies
2. Knowledge of at least another language used in the WV partnership (i,e, French, Spanish, Portuguese)
3. Good IT knowledge, namely related to knowledge management (managing databases, etc…) as well as virtual communication tools (i,e, webex, illuminate, etc…)
