For the Cordaid field office in the Central African Republic, Bangui, Cordaid is looking for a Programme Coordinator for the disaster risk reduction (DRR) and disaster response (DR) programme.

Introduction

The DRR & DR Programme Coordinator programme of Cordaid focused not only in the satisfaction of the immediate needs of the people affected by the conflict in CAR, but also includes DRR and rehabilitation projects and activities with the objective to support and help to build resilience communities in CAR. Currently programmes are running in Bangui, Bozoum, Bagadussou and Buar where Cordaid has offices. The Country office is based in Bangui. Cordaid counts with about 40 staff in the Country.

Position and responsibility

The DRR & DR Programme Coordinator - CAR is responsible for implementing, managing fundraising and coordinating the Cordaid’s DRR & DR Programme Coordinator programme in CAR and for supporting the capacity-building of local partner organisations in these areas. In addition, he/she participates and represents Cordaid in relevant platforms, networks and clusters for emergency response. Together with the Country Director and DRR & DR Programme Manager in Head office, he/she will also support the developing of strategy and Country Plan.

He/she will report directly to the Cordaid Country Director in CAR and liaise closely with the DRR & DR Programme Manager and Project Officer in Head Office in The Hague.

General objective of the posting

Responsible for the programme cycle management and fundraising of the Cordaid’s DRR & DR programme in CAR.

Specific objectives

Programme and project development and management:

  • Support the DRR & DR programme cycle management (identification, formulation, monitoring, evaluation and reporting)and contribute to the improvement of the programme;
  • Support project development to strengthen and build upon linking Emergency Response, Disaster Preparedness and DRR;
  • Responsible for the logistic component of the emergency response, including cold chain logistic management;
  • Regular visits to project sites to monitor progress of projects funded by Cordaid and back donors;
  • Responsible for reporting to Cordaid HQ and others based on partner reports.

Fundraising, Networking, Representation and Acquisition:

  • Represent, in close collaboration with the Health Programme Coordinator in CAR, Cordaid’s emergency programme in relevant Caritas, UN, CAP, and other humanitarian coordination / thematic cluster meetings;
  • Explore added value of Cordaid and promote Cordaid’s interests within relevant clusters;
  • Promote and support Cordaid’s ECHO partnership and FPA and identify opportunities for funding from the UN system, CAP, CHF, CERF and other donors/sources;
  • Support and promote fundraising activities (institutional, private and corporate fundraising).

Capacity Development on emergency response:

  • Help organize and facilitate trainings for staff of local partner organisations, government officials and staff of Caritas organisations on emergency response;
  • Provide technical assistance on emergency response to and accompany staff of local partner organisations to enable long-term skills-transfer;
  • Support documentation of human interest stories, lessons learned, best practices and strategic opportunities related to Cordaid / partners’ programmes and projects;
  • Support partners on project cycle management and in formulating proposals (work plan / budget / logframes) for emergency response efforts;
  • Support partners to prepare and submit timely and quality financial and narrative reports;
  • Ensure good collaboration with regional and local representative’s bodies in the different sectors of intervention, amongst other; food security and health sector (Regional Coordination Body and COGES) including line Ministries.

Qualifications

  • Academic degree in development/humanitarian aid studies or other related field;
  • At least 5 years proven experience with developing, managing and monitoring emergency response programmes;
  • Experience assessing needs for and/or delivering emergency response training;
  • Experience of working with Institutional donors such as EC (DEVCO and ECHO);
  • Experience of ECHO’s e-single form, UN funding mechanisms, CAP and cluster approach;
  • Experience using relevant humanitarian international standards such as sphere;
  • Knowledge in logistics in emergency situations and specially in health care programmes;
  • Experience in working with local NGOs and other structures at local or regional level, preferably with communities in conflict-affected states;
  • Experience in working with Caritas is an asset;
  • Knowledge of CAR’s socio- political environment is an asset;
  • Be diplomatic, culturally sensitive and result-oriented;
  • Experience in working in security sensitive environment in complex (post)conflict situations;
  • Excellent French and English language writing and communication skills are required.

Specifics of station

The DRR & DR Programme Coordinator will be based in Bangui, in the Cordaid CAR main office. He/she will travel regularly to partner organisations in identified regions in CAR for project monitoring and coordination meetings. The safety and security situation in CAR remains volatile, but is constantly monitored by Cordaid and appropriate policies are in place. This is a non-accompanied posting.
