Background

Malteser International is the worldwide relief agency of the Sovereign Order of Malta for humanitarian aid. Its mission is not only to provide emergency relief, but also to implement rehabilitation measures and to facilitate the link between emergency relief and development.

Malteser International started its relief activities in Haiti directly after the earthquake in January 2010, being active in Port-au-Prince, Darbonne (Léogâne Region) and Belle Anse. Its program in Port-au-Prince mainly started with a Cholera response project and is now planned to focus on improving access to safe water and sanitation (WASH), creating livelihood opportunities as well as establishing mechanisms for disaster risk reduction (including cholera prevention).

In order to support and further develop our programme in Port-au-Prince, Haiti, Malteser International is looking for an experienced programme coordinator with DRR expertise.

Main Responsibilities

As programme coordinator in Port-au-Prince you will develop and coordinate Malteser International’s project activities in Port-au-Prince. You will be responsible for the sound implementation of the programme according to set targets and identified needs together with a local team and in line with Malteser International’s policies, procedures and guidelines. Furthermore you will represent Malteser International in relevant meetings and towards national and international stakeholders and donors and head the Port-au-Prince Office.

Program Development and Coordination


- Strategic development and realization of funding opportunities for the continuation of the program in Port-au-Prince (proposal writing, follow-up with potential donors, strategic representation in clusters)
- Overall coordination and supervision of the projects in Port-au-Prince including personnel, fixed assets, financial assets and other resources in accordance with Malteser procedures and regulations
- Ensure timely planning and implementation of programme/project activities according to approved plans and budgets (monitoring of objectives as well as performance and output related indicators)
- Ensure proper and regular programme/project reporting according to Donor and Malteser standards (interim, final reports, monthly reports)
- Monitor the evolving humanitarian situation and consider strategic and immediate responses to the same in cooperation with the Senior Desk Officer, HQ
- Ensure correct utilisation of Malteser and Donor procurement guidelines and supply chain management forms (PRF, RFQ, CBA, PO etc.) as well as Malteser internal guidelines on HR procedures, finance (budget control, review and compliance) and administration
- Represent the Malteser programme/projects and build and maintain good relations with local communities, coordination mechanisms, national authorities, international and national organisations and donors represented in the target area
- Support other regional Malteser International and partner locations with DRR expertise for the definition of sector strategies and the set-up and implementation of DRR components and as cross-cutting issue

Management of the Programme Office

- Head the Programme Office in Port-au-Prince and ensure that all coordinating and supporting functions are maintained at all times.
- Manage the office including personnel, fixed assets, financial assets and other resources in accordance with Malteser procedures and regulations.
- Maintain and adapt if necessary security and safety guidelines and ensure that all staff are informed regularly

Staff Management

- Supervise staff and evaluate their performance on a regular basis.
- Recruit staff and develop job descriptions / terms of reference for local and possibly expatriate management staff.

Qualifications

- Several years working experience in humanitarian aid or development projects, minimum 3 years working experience in coordinating positions and within difficult operating environment
- Strong international project management skills and experience including project proposal development, logical framework, monitoring, report writing and donor liaison
- Previous experience in coordinating comprehensive, community based WASH / Livelihood/ DRR projects
- Proven expertise in Disaster Risk Reduction & technical expertise in WASH or Livelihood
- Proven expertise in acquisition of donor funding
- A good understanding of logistics and good experience in budget management
- Proven problem solving and organisational skills
- Proven communication skills including the ability to effectively motivate people and to diplomatically manage the relationship with local communities and partners, different authorities and donors.
- Good training/capacity building and management skills
- Physical and mental strength, readiness to live in a complex and demanding environment
- Focused individual with capacity to plan and manage in a multiple deadline-working environment
- Fluency in English and French (written and spoken); Knowledge of German or Spanish is an asset.
- Proficiency in using standard software packages
