Org. Setting and Reporting

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 120 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

The temporary position is part of the Front Office of the Director, in the United Nations Office for Disaster Risk Reduction (UNDRR) in Geneva, Switzerland. The incumbent reports to the Director and work in close collaboration with the Chief of the Resource Planning and Management Section.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Manages the preparation, drafting, and issuance of the new strategic framework, including overseeing its development through multiple consultative processes,; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Performs specific assignments, in collaboration with the Strategic Framework Task Force, by planning, organizing and facilitating workshops, through other interactive sessions and assisting in developing the associated work programme in parallel (developing full-fledged results frameworks breaking down programmatic objectives into outcomes, outputs and associated key performance indicators, means of verification, baseline and targets) for the adoption and execution of the Strategic Framework.
  • Works closely with external consultants, supporting them with administrative and conferencing assistance, and integrating the deliverables of these and other external partners into the review process for the Strategic Framework Task Force deliberations;
  • Manages the editorial, graphic design and digital/hardcopy publication of the Strategic Framework and the related marketing material.
  • Researches, analyzes and presents relevant data and insights gathered from diverse sources to inform the strategic framework
  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Performs other duties as required

Education

Advanced university degree (Master's degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree (Bachelor or equivalent) in combination with two additional qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.

At least 2 years of experience in drafting complex, multi-year programmes of work for the UN or other international organisations at a corporate level is required.

Experience in strategic planning, risk management and/or results-based management in an international organization is required.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is desirable.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This position is temporarily available for a period of 364 days. Staff members are subject to the authority of the Secretary-General and to assignment by him. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
