Oxfam GB has been working in emergency relief and development in Ethiopia since 1962. Oxfam works in different regions of Ethiopia including Somali, Afar, Oromiya and Amhara. Oxfam has drought response and preparedness projects as part of its pastoral and agricultural programmes.

Oxfam has been working in Shinile zone for 9 years, an area regularly affected by drought. The strategy for 2012 focus on Oxfam capacity to respond to chronic and long term needs for sustainable impact in the fields of water, sanitation, hygiene practises and livelihoods and in parallel on developing its capacity to respond to emergency that are recurrent in the area.

The area is highly prone to natural disasters; therefore any sustainable impacts will pass by having a community based disaster risk reduction approach in each component of the program (WASH or livelihoods)

The Role

The Programme manager’s role is to provide leadership in the base strategy for the coming years, manage programmes and support teams in implementing activities. It involves liaising with external actors working in Shinile zone; promote integration between Oxfam GB’s Livelihoods and WASH activities with DRR mainstreaming. Communicate Oxfam’s work and contribute to the regional programme, manage Oxfam GB’s risk plus local capacity building. The role requires reporting to donors on the current grants and coordinates the research of new grants.

The Person

To be successful in this role you will have:

• A first degree or equivalent in relevant discipline (preferably development studies, economics, politics, sociology and humanities).
• A strong background in Programme Management and with sound understanding of programme Cycle Management in Emergences and /or Development environment.
• A proven record of significant experience-based skills in leading programs design, delivery and strategy.
• A proven ability to work creatively, innovatively and effectively with limited direct supervision.
• You should be conscientious and able to facilitate simplification of complex issues while working with colleagues in line with Oxfam GB’s policies and procedures.
• You should be able to represent the programme in professional manner as well as be sensitive to cultural differences and be able to work in a wide variety of cultural contexts.
