Programme Manager - Resilience

About the role: Unaccompanied new role based in Pyongyang at Grade 3.

You will report to the Country Director (CD), and will line manage one national Resilience Project Officer who is government-seconded, and work closely with the Livelihood and WASH programme managers on the integrated programmes.

We would like you to start in as soon as possible.

Your purpose: To efficiently and effectively manage the implementation, expansion and strategic development of the Resilience programmes in line with Concern’s organizational strategies, policies and procedures in DPRK.

You will be responsible for:

Programme Management

• Directly responsible for the technical guidance, management and implementation of the existing Emergency Response, and the DRR & Resilience Programme in the DPRK.  At present, we have on-going DRR projects in North Hwanghae and Kangwon Provinces of DPRK.    
• Effectively manage the Resilience projects using appropriate tools to ensure projects delivered on time, on budget and to the expected quality. Responsible for the financial management of Concern Resilience programme, including budget preparation, revision and monitoring.
• Ensure that minimum standards of technical quality are adhered to in all engineering activities and interventions, which are technically appropriate, suitable for the given humanitarian and development context, realistic and on budget. Ensuing strict compliance to Concern and Donor procurement policies and practices.
• Ensure that Resilience programme are sensitive to gender and vulnerable groups (incl. women, girls and boys, children, people with disabilities and older adults) and incorporate identified risks reduction measures into the full life cycle of the Program design, operations & maintenance etc,.
• Lead Concern’s multi-sectoral and emergency programme whenever required, and participate in up-dating and reporting on the Concern DPRK preparedness for effective emergency response (PEER) plan.

Monitoring & Evaluation

• Ensure an effective monitoring and evaluation system is established and implemented for the Resilience programme and aligned with what can actually be assessed in DPRK, and in line as much as possible with Concern policies to measure impact of the programmes.
• Prepare all the necessary reports such as monthly progress reports, annual reports and final and interim reports for donors. Organize donor visits, evaluations and programme reviews as necessary.
• Ensure that the monitoring framework within the programme is implemented, including baseline data, secondary data, reviews, end line surveys, donor reporting and internal/external evaluations. Work to ensure accountability to beneficiaries and other key stakeholders. 
• Actively monitor and report progress on all identified Resilience indicators in programme documents and relevant standards with the support of the Country Director.
• Contribute to the development of all Resilience proposals and new programmes, in the form of draft programme concept notes and proposals in consultation with the Programme staff, country management and the regional desk.

Leadership & Representation

• Provide technical leadership in the design of all Resilience interventions, taking into account both humanitarian and development good practice. Support the expansion of Resilience programming into new areas and development of new proposals.
• Be active in the humanitarian country team (HCT) if requested, and in relevant sector working groups (SWG) to develop Emergency response Strategy with other stakeholders and allow Concern to respond quickly and appropriately to the needs, especially serious environmental health outbreaks (e.g., acute cholera/diarrhea outbreaks in post emergency situation and/or during and following summer rainy seasons).
• Represent Concern Worldwide Programme in the Disaster Risk Reduction (DRR) sector working group and take a leading role in the development of new information, Education and Communication (IEC) materials for DPRK.
• Ensure a creative and holistic approach to Concern programming, assist the team in finding ways to integrate/link between WASH, Livelihood and Resilience, such as WASH, livelihood and resilience programmes in same geographical areas.
• Provide guidance and training so that all work is carried out in a way that is sensitive to community needs and gender issues, and that community-determined and self-motivated methods (“empowering methods”) are used in preference to didactic (message-based) approaches.
• Develop partnership with the SCEDM (State Committee for Emergency and Disaster Management) and Ministry of City Management (MoCM) for capacity building and replication of successful initiatives.

Team Management

• Work with the team (government-seconded national staff) to ensure all activities are planned, prioritized, carried out and monitored in efficient and effective ways, with due consideration to gender and advocacy issues
• Provide technical expertise and guidance to staff as appropriate, in (for example, but not limited to) assessment, monitoring, evaluation, reporting (Internal and Donor Reports), financial management, proposal development, technical design of DRR structures and the exercise of judgment skills.
• Capacity building of national project staffs with updates on training materials and technical knowhow.
• Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (CoC) and associated policies, including the respect of confidentiality, and promote such approach and behaviours to Project Officers.

Your skills and experience will include:

Essential

• Third level university qualification in DRR and Climate Resilience related discipline
• Experience working in DRR and Resilience sector (including Emergency Preparedness)
• At least 3 years overseas experience with an NGO/INGO managing staff and programmes
• Ability to develop and write good quality donor proposals, reports and other essential papers in English
• Good command of procurement regulations and practice
• Experience working in or managing emergency programmes especially flood and typhoon responses.
• Experience developing and conducting training and capacity building of staff and partners
• Experience of representation at senior level (e.g. Country Clusters, NGO coordination meetings, Ministries)
• Good interpersonal skills including verbal and written communication skills
