Result of Service

  1. Methodology and timeline for the review and report on the UN Plan of Action on Disaster Risk Reduction for Resilience.
  2. Progress report on the outcomes of UN’s work in disaster risk reduction, building on regional reviews of progress.
  3. Recommendations for consideration in the revision of the UN Plan of Action for Disaster Risk Reduction for Resilience in light of the priorities of the Sendai Framework.

 

Duties and Responsibilities

The “United Nations Plan of Action on Disaster Risk Reduction for Resilience”, outlines the purpose, a set of core commitments and actions, a shared approach to measure impact and progress, and steps for implementation. It also embraces the international momentum to use "resilience" as a common outcome that integrates poverty reduction, disaster risk reduction, sustainable livelihoods and climate change adaptation, as integral to sustainable development.

The UN has been requested to measure progress in the integration of disaster risk reduction into its programmes. In particular:

  • A request by the UN High Level Committee on Programmes (HLCP) for a checklist for the UN to mainstream disaster risk reduction into its operations(2012)
  • A request by Chief Executive Board (CEB) to the HLCP/SMG to report, after 2015, on progress in implementation of the UN Plan of Action on Disaster Risk Reduction for Resilience and its further call on UN agencies to measure progress in mainstreaming disaster risk reduction into their operations.
  • UN General Assembly Resolution A/RES/68/211 request that the UN report on progress on the UN Plan of Action on Disaster Risk Reduction for Resilience in the UN Secretary-General’s Annual Report to the General Assembly and align these reports with the UN Quadrennial Comprehensive Policy Review (QCPR) Monitoring Framework.
  • The UN Quadrennial Comprehensive Policy Review (QCPR) Monitoring Framework has two related indicators.
  • % of new UNDAFs that have effectively integrated disaster and climate risk (UNDG Regional Peer Support Groups)
  • % of programme countries that report biennially on progress on disaster risk reduction (UNISDR)
  • The Inter-Agency Standing Committee (IASC) decision to monitoring progress against the IASC/UNDG/ISDR Common Framework on Preparedness

The HLCP Senior Managers Group on Disaster Risk Reduction for Resilience is tasked to coordinate the preparation of a progress report on the implementation of the UN Plan of Action on Disaster Risk Reduction for Resilience. UNISDR is therefore seeking to engage a consultant who will undertake the following tasks:

  1. Develop a methodology, based on the HLCP/SMG Indicators, and a timeframe for the review, including regional reviews of DRR in country programmes, regional progress and progress by UN Specialized Agencies, Funds and Programmes. Record other existing mechanisms within the UN System for reporting on the integration of disaster risk reduction in sectoral work.
  2. Develop a draft outline for the report, including proposal for visualizing data on progress, for consultations with UN partners.
  3. Research and report on the UN working arrangements at the national and regional level for effective implementation of the UN Action Plan in general and monitoring of the integration of DRR in UN programming in particular.

 

Qualifications/special skills

Skills: Applicants are requested to submit a work plan for the assignment.

Academic Qualifications: Advanced university degree in disaster risk management, development, public policy or a related field. A first- level university degree in combination of qualifying experience maybe accepted in lieu of the advanced university degree.

Experience: A minimum of 7 years of experience working in the field of disaster risk reduction. In-depth understanding of the Hyogo Framework of Action and issues of post disaster recovery and reconstruction.

Language: Fluency in oral and written English.
