Background

The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia (RIMES) is an international and intergovernmental institution, owned and managed by its Member States, for the generation and application of early warning information. RIMES evolved from the efforts of countries in Africa and Asia, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework for the generation and communication of early warning information, and capacity building for preparedness and response to trans-boundary hazards. RIMES was established on 30 April 2009, and was registered with the United Nations on 1 July 2009. RIMES operates from its regional early warning center located at the campus of the Asian Institute of Technology in Pathumthani, Thailand. 

Position Description

The Programmer, reporting to the Technical Specialist, System Analysis and Development, assists in the design, development, and prototype implementation of hydro-meteorological forecasting systems; data management and analysis modules for meteorological, hydrological, and socio-economic impact data; and in other system development projects.

Minimum Qualifications

Knowledge

• Bachelor’s degree in Computer Science, mathematics, or other related disciplines; understanding of hydrology, climate science, and geoinformatics.

Experience

• At least 5 years experience in Unix/Linux operating systems, and design, implementation, and management of geospatial databases; familiarity with programming tools like Visual Studio, MS Visio, UML, and Open Source products and standards, especially those relating to geospatial Mapserver, Open Layers, GML, WCS, WFS, WMS, etc. 

Skills and Abilities 

• Demonstrated ability to develop numerical codes from mathematical equations in Fortran, C++, COM C++, C, PHP, and AJAX;

• Competency with MySQL, XML/XSLT and/or Access preferred;

• Excellent English proficiency in communication, presentation, and report writing;

• Ability to produce technical reports on deadline
