Background

Jamaica, like many small island developing states (SIDS), is highly vulnerable to climate change impacts. In general, the island is subject to the threat of tropical weather systems and faces direct threats from climate change because of its geographical location. Coastal areas in Jamaica are at the forefront of climate change impacts as they are directly affected by storm surges, physical development and sea level rise. With sea levels projected to rise by an average of 2–3mm per year during the first half of this century, the effects on the coastal areas will be severe, and include erosion and coastal land subsidence.

Duties and responsibilities

• Providing administrative and analytical support to the project management process in all accounting and budget related modalities
• Coordination and/or execution of all agency-specific financial matters relevant to the Climate Change Adaption and Disaster Risk Reduction Project (CCA&DRRP).
• Provide reports and strategic advice to the Financial Manager and on all financial matters pertaining to the affairs of the Project.
• Ensure that the CCA&DRRP complies with the accounting principles, standards and practice of the Government and is in keeping with the requirements of all relevant funding partners.
• Ensure the preparation of the annual project budget, disbursement schedule and related financial statements and reports for all relevant parties.
• Guide the development and execution of the project’s procurement plan and strategy in keeping with GOJ, and International Development Partners’ procedures and guidelines;
• Ensure the timely preparation of tender documents and procurement reports.
• Ensure the maintenance of purchasing and inventory records.
• Prepare and disseminate on schedule, financial statements and reports to the auditors and ensure their review by the appointed auditing firm as may be relevant.

Qualifications

• First Degree in Accounting or Business Administration/Management with a major in Accounting from a recognized University or equivalent qualification and membership of an internationally recognized accounting institute (ACCA, CPA or equivalent).
• Sound knowledge of FAA Act, Public Bodies Management and Accountability Act, International Financial Reporting Standards (IFRS) and International Standards on Auditing.
• Experience in procurement in the public sector, preparation of tender documents negotiating contracts for goods and services.
• Experience with the procurement procedures and methods of international development partners;
• Five (5) years experience in a senior accounting or financial management position.

• Excellent analytical and problem solving skills;
• Sound knowledge of GOJ procurement guidelines;
• Sound knowledge of International Donor organizations procurement guidelines;
• Ability to work on own initiative with good judgement;
