Project Coordinator

The Project coordinator will be responsible for coordination and implementation of ADPC programs and projects in Viet Nam, particularly of the implementation of the URCESEA program in Viet Nam. The Project Coordinator will also be in charge of administration and logistical arrangement for program/project in the country. She or he will provide support to the Project Manager in Viet Nam in promoting and enhancing cooperation in disaster and climate risk reduction and resilience between ADPC and the Government of Viet Nam, development partners and other stakeholders to support Viet Nam in the implementation of SFDRR, SDGs, etc. This position is located in Hanoi, Viet Nam, and reports to the Project Manager in ADPC Office in Viet Nam.

Key Responsibilities

Within delegated authority, the Project Coordinator will be responsible for the following duties:

Program coordination and implementation

• Coordinate overall program/project implementation in Vietnam

• Coordinate with concerned government agencies and other stakeholders to actively participate, guide and in the program/project implementation Support to the program team in the implementation of detailed activities in Viet Nam

• Make arrangement for Program/Project Steering Committee (PSC) meeting, workshops, trainings, forums, exchange visits, etc.

• Assist the activities of Technical Working Groups (TWGs) to support the program implementation, i.e. regular TWG meeting, development of tools, guidelines, manuals/handbooks, etc.

• Provide support to the development of guidelines, tools, training materials, publications, etc.

• Support the program team in monitoring of the implementation progress and evaluation of program impacts

• Translate program related documents and publications from English to Vietnamese and vice-versa

• Other tasks, as may be assigned by supervisors

Institutional responsibility

• Support the Project Manager in Viet Nam in fostering partnerships between ADPC and the Government of Viet Nam, development partners and stakeholders at national and local levels

• Support program/project proposal development in the country

• Be responsible for administrative, financial and logistical arrangement of ADPC office in the country

Core competencies

• Professional in the field related to disaster/climate risk management, urban planning, environmental science, public policy, economics, public health, development, and planning or similar fields.

• Familiarity with disaster risk management, urban resilience, climate change adaptation, institutional system, and disaster management system in the country

• Experience in data collection, organizing training, workshop, and meeting

• Ability to network, coordinate and cooperate with government authorities, local communities and other partners and build strong mutual relationships

• Sensitivity to cultural differences, ability to adapt to the context and work under pressure

Qualifications

Education

Master's degree in disaster/climate risk management, urban planning, environmental science, public policy, economics, public health, development, and planning or similar fields. A relevant first-level university degree in the above fields with demonstrated capacity in disaster risk management, urban resilience related subjects may be accepted in lieu of the advanced university degree.

Work Experience

Minimum five years of experience in the field of project management with strong coordination skills, with minimum of seven years of progressively responsible experience in disaster and climate risk management/reduction project is required. Experience working with an international organization is a plus.

Languages 

Excellent Vietnamese and English communication skills.

About Urban Resilience to Climate Extremes in Southeast Asia Program

Currently ADPC is implementing a Regional Program on “Urban Resilience to Climate Extremes in Southeast Asia” (URCESEA). The URCESEA program aims to build “resilient communities in deltaic and coastal urban areas” and strengthening resilience of the urban system and urban communities to the current and emerging climate extremes, disaster and emergencies that are anticipated in the deltaic and coastal cities in Southeast Asia. The program will be implemented in three target cities in counties: Yangon City in Myanmar and the Cities of Nam Dinh and My Tho in Vietnam. The program’s outcomes are: 1. Improved multi-hazard early warning systems and risk knowledge, 2. Strengthened urban community readiness and local preparedness, 3. Improved urban sectoral preparedness and emergency response, 4. Strengthened urban risk governance systems for dealing with emerging climate extremes and emergencies and 5. Improved knowledge and awareness on building urban climate resilience for extremes in Asia and the Pacific.
