Background:

Asian Disaster Preparedness Center (ADPC) has contributed to the advancement of disaster risk management practice and promotion of the culture of safety in different thematic areas in Asia. During the last 20 years, in addition to capacity building initiatives, ADPC implements programs and projects at national and regional level under various thematic areas.

Urban risk reduction is also increasingly being recognized as an integral part of development process and governance rather than the traditional relief, response and rehabilitation interventions. ADPC with the support of USAID/OFDA has carried out pioneering work in the field of Urban Risk Management and was the first organization to develop and implement programs in the thematic area of ‘Urban Disaster Risk management’ in Asia. One of the significant successes was the implementation of Asian Urban Disaster Mitigation Program (AUDMP) in 10 countries in Asia during the period 1995-2005.

Urban Disaster Risk Management (UDRM) Team of ADPC currently implements several programs within Asia to promote urban risk reduction interventions, policies, approaches and strategies, capacity building initiatives of city officials and interventions to help creating awareness of urban communities. To continue building and enriching the knowledge base on the subject and extending best urban risk management practices to other urban communities, cities and countries, ADPC is in the process of commencing few other similar programs at National and Regional level in order to build upon the successful elements introduced under the urban programs implemented by ADPC.

Purpose:


The Project coordinator will coordinate activities and assist Program/Project manager UDRM Director and other team members in supervision and implementation of urban disaster mitigation projects implemented by the Urban Disaster Risk Management (UDRM) team at ADPC. Responsibilities include administrative, financial and programmatic coordination and technical supervision of the national and regional projects, and assistance in their integration with regional initiatives in training, information exchange, and coordination with regional disaster networks.

Required Qualifications/ Selection Criteria:

• Masters degree or equivalent experience in disaster mitigation and management, civil/geo-technical engineering, Natural resources/ environment management, architecture, urban planning or management, Social Science or related fields.

• Minimum of seven years of relevant experience, 03 years of which should be in a project/program coordination capacity. Relevant experience at regional level will be considered as an added qualification.

• Minimum 2 years working experience in a developing country in Asia or at regional level.

• Demonstrated knowledge in one or more subjects of urban disaster risk management such as Risk assessment, Recovery planning, Mitigation and Preparedness, Urban emergency Response, community based participatory approaches in DRM,

• Experience in event planning and management, budgeting and accounting project formulation, capacity building, development of information products, maintenance of web sites and conduct of e-forums.

• Computer proficiency in word-processing and spreadsheets. Knowledge of accounting and project management software desirable.

• Excellent English proficiency in communication, presentation skills and report writing.

• Excellent interpersonal skills, team-oriented work style, interest and experience in working in a multi-cultural environment

• Strong desire to learn; undertake new challenges; must be a creative problem-solver; must have self-confidence; willingness to work hard; good sense of humor, but with seriousness about the quality and excellence of work.

• Willingness and ability to travel under sometimes adverse conditions

• Preference will be given to Asian citizens and to candidates working in Indonesia
Duties and Responsibilities:

• Assistance to UDRM team for implementation of City demonstration projects, including Risk Assessment, Flood modeling, implementation of Mitigation and Preparedness projects, reporting of technical effectiveness of activities such as hazard mapping, vulnerability assessment, mitigation planning, implementation of mitigation activities.

• Periodically travel to project countries to help UDRM program management team in monitoring and evaluation of project activities and for participation in capacity building initiatives

• Coordinate recruitment, supervision of short-term consultants for technical assistance to national projects.

• Assist in program financial management including monitoring of project budgets and reporting of monthly financial status. Coordination of project activities,

• Coordinate project training activities, information and networking activities (workshops, conferences, meetings etc.) with UDRM team members and other Teams in ADPC

• Coordination of project reporting (monthly and quarterly project reports, monitoring and evaluation system reports and financial reports).

• Other duties as may be assigned or needed by the UDRM Director/ Program Manager.
