Background

Rwanda is prone to a wide range of natural disasters due to its geographic location, its vulnerability to climate change, and its population density. In the revision of its Vision 2020 and the second Economic Development and Poverty Reduction Strategy 2013-2017), The Government of Rwanda is paying more serious attention to establishment of appropriate policy and institutional arrangements for dealing with disaster risks more effectively. The United Nations have been proactively promoting and advocating the need for creating a culture of preparedness since 2003 and has underlined the importance of integrating disaster risk management into the development process.

The Ministry of Disaster Management and Refugee Affairs (MIDIMAR) has secured funding from the World Bank and European Union for the implementation of an evidence-based comprehensive national and district disaster risk profile.

MIDIMAR is currently looking for an experienced Project Manager: (to be deployed as soon as possible).

Duties and Responsibilities

The Project Manager will be located in the Ministry of Disaster Management and Refugee Affairs, and will report directly to the Program Manager of Single Project Implementation Unit. She/he will be an integral part of the project team and will provide the overall project leadership:

  • Collaborate with the project team and provide direction and support where needed
  • Provide technical expertise to project staff in using project management techniques, including the use of work planning.
  • Provide timely and accurate progress reports to MIDIMAR, donors, as well as a variety of stakeholders.
  • Facilitate workshops, trainings and consultations to support the development of comprehensive disaster risk profile for enhancing disaster management in Rwanda.
  • Supervise the preparation of various written outputs, e.g. background papers, reports and studies, inputs to publications, etc.;
  • In collaboration with the Single Project Implementation Unit staff, participate in the development of other project proposals.
  • Undertake other related activities as requested by the Program Manager - Single Implementation Unit.


Qualifications , Experience and Required Skills

  • PhD or Master’s degree in Project Management, Disaster Management, Land management, Geographic Information System (GIS), Public Health, Economics, Sociology, or other relevant field required.
  • Minimum five (5) years of experience in disaster risk assessments, strategic planning, project management, capacity development programs, program design, and/or monitoring and evaluation.
  • Profound working experience in the field of Disaster Risk Reduction, Climate Change Adaptation and capacity building among communities and partners (preferably in the region)
  • Strong project management skills, particularly participatory methods
  • Experience in implementing and managing donor funded projects (World Bank/ European Union will be an asset)
  • Good ability to communicate (verbally, writing and reading) in English. Knowledge of French and/or local language is an added advantage.
