The German Red Cross is part of a world wide community assisting victims of conflict, disaster and people affected by social or health-related crisis. The Red Cross movement provides vulnerable people with assistance exclusive of discrimination of nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross (GRC) intervenes in disaster response and rehabilitation, health, social and environmental as well as capacity building projects in cooperation with international sister organisations within the movement.

GRC is currently looking for an experienced project manager for a disaster risk reduction (DRR) and capacity building project. The project aims at building up and strengthening the institutional & technical capacities of its partner, the Pakistan Red Crescent Society (PRCS) (on provincial, district and village level) and local communities in disaster preparedness and management in a sustainable manner to reduce current vulnerabilities. Additionally, the project seeks to address climate change-related problems through appropriate adaptation measures (CCA).

The project manager works in close coordination with other GRC projects in Sindh, based on an integrated approach.

Responsibilities and tasks:

  • Comprehensive project management of a long-term DRR/capacity building project, including finance and administration
  • Implementation and – where necessary - modification a long-term disaster risk reduction and capacity building project
  • Development of additional appropriate activities to increase the communities’ resilience against climate change and natural disasters through intensive dialogue with the communities, Pakistan Red Crescent Society, local authorities and other GRC projects in Sindh Province
  • Development and implementation of an appropriate monitoring and evaluation (M&E) system
  • Development and implementation of an exit strategy with all relevant stakeholders and provide proper handing over of ownership to PRC and communities
  • Coordination of project activities and requirements closely with other GRC projects in Sindh
  • Ensure involvement and coordination amongst all relevant stakeholders
  • Supervision of project documentation, regular financial and narrative reporting according to donor requirements
  • Recruitment of local staff, training and management of delegates, local staff and volunteers.

Required Skills:

  • At least 5 years working experience related to DRR, climate change adaptation and/or capacity building among communities and partners
  • Reporting and proposal writing skills; experience with donor-funded projects (e.g. ECHO, DIPECHO, BMZ) would be an asset
  • Profound management skills to implement a comprehensive development project
  • University degree in a relevant field
  • Profound knowledge and proven experience in M&E
  • Ability to train and guide local staff and community volunteers (e.g. project planning, M&E)
  • Readiness to work in remote areas
  • Ability to work, live and travel in an insecure environment, following our strict security guide-lines at all times
  • Ability to work independently and as a team member
  • Ability and agreement to adhere to the Red Cross Red Crescent fundamental principles
  • Readiness to go on assignment without partner / no family posting
  • Oral and written fluency in English, German would be an asset
  • Ability to work effectively in multi cultural environments
  • Excellent physical and mental health with the ability to complete a thorough medical screening process
