Purpose of position

The Project Manager IDP Camps provides management and coordination to the International Federations activities in Internally Displaced Camps mainly in the Port au Prince metropolitan area in support of the Haitian Red Cross, IFRC and Partners. The Project Manager IDP Camps works with the National Society and Partners to reduce the impact of the perilous living conditions on the resident IDP population through effective and quality preparedness, response and recovery activities.

The Project Manager IDP Camps is responsible for the effective implementation of the IDP Camps operation including developing assessment tools and carrying out assessments, developing and carrying out an integrated IDP Camp strategy across programmatic areas (shelter, water & sanitation, health, disaster risk reduction and response, livelihoods) managing the budget; human resource mobilization and utilization; ensuring quality programming and effective coordination within the ongoing Haiti Operation - in particular the connections with on-going settlements and health programming. The Project Manager IDP Camps also ensures effective coordination with the HRCS, RC/RC movement partners and other external partners in shelter, health, disaster risk reduction and management, water, sanitation and hygiene promotion, logistics and communications.

The Project Manager IDP Camps contributes to building capacity and effectively reduce and mitigate the impact of threats within the targetted communities.

Description of duties

• Realize a multi sectorial assessment in the targeted camps including health, shelter, water, sanitation, violence, etc. and determine a coherent program (including logframe and budget)
• Ensure achievement of the outcomes/deliverables of the IDP Camps Strategy and Plan of Action in a timely fashion, within budget and quality standards.
• Under the direct supervision of the Head of INA, the Project Manager IDP Camps will coordinate across programmes (with a technical reporting line to the Health Coordinator) to ensure all technical areas are regularly updated on the situation in the IDP camps.
• Monitor epidemiological developments in target communities and coordinate and provide the expertise and strategic advice on to the IFRC, HRCS and partners.
• Promote coordination and cooperation between the HRCS, the RCRC Movement and external partners (OIM-CCCM) on IDP camp related programs through coordination meetings and other mechanisms.
• Support, assist and advise the IFRC, HRCS and Partners to monitor, review and identify vulnerable populations and assess their shelter, health, water, sanitation and hygiene promotion, logistics, comunications and relief related needs, vulnerabilities and capacities and adapt the range of activitites towards the categories of camps, vulnerabilities etc.
• Support and represent the Country Representative and the Head of INA and Progarmmes on IDP Camp related issues.
• Assist the National Society in the production of appropriate projects and funding proposals
• Ensure alignment with International Federation guidelines and policies
• Assist the National Society to mobilize international assistance for longer-term health, water, sanitation and hygiene promotion programmes of the IDP Camp operation.
• Build and maintain knowledge and understanding of the in-country IDP Camp actions of the components of the International Red Cross and Red Crescent Movement. Ensure that the IDP Camp activities are coordinated and integrated in the HRCS activities in as far as practical.
• Set the strategic direction, define and adapt the plan of action as required, and develop budgets for the IDP Camp operation.
• Assure emergency operation reviews are scheduled as part of the IDP Camp Strategy and contribute to emergency-related reviews and evaluations, identify areas requiring improvements and recommend enhancement solutions.
• Ensure the production of accurate, regular and timely narrative and financial reports for the Federation and for donors.
• Represent the Federation with international, government and non-government agencies in the assigned area, and collaborate with them where appropriate.
• The IDP Camp Operation will be implemented by the technical departments currently implementing programmes as part of the Haiti Delegation. Those departments will increase capacity to deal with the expanded activities of the IDP Camp operation, while maintaining current reporting lines. The Project Manager, will work to coordinate those resources in a coherent operation - especially in respect of the risks associated with the IDP Camps and the risk of dieases outbreaks, and in particular cholera. Attention is also to be paid to other activities such as humanitarian diplomacy and advocacy in support of inhabitentsinhabitants living in the camps.

Required qualifications

Education

• Operations Management, Public Health , Community Health and/or relevant medical qualification and/or Watsan and Hygiene Promotion qualification and/or experience
• Basic Training Course - Preferred
• Further qualification in Tropical Health, or SOS/HELP course.- Preferred
• FACT training course. - Preferred

Experience


• 2 to 4 years experience in international emergency humanitarian appeal management
• 3 to 5 years public health experience preferred
• 3 to 5 years health, watsan or operations management experience - Preferred
• 5 years field experience working with RC/RC
• Familiarity with current international standards and guidelines. - Preferred
• Work experience with other international organisations, large NGOs and/or governmental development agencies.
• Previous long term missions in Haiti - Preferred
• Good knowledge of the International Federation policies and systems
