- Jointly with UNISDR staff, achieve the implementation, in terms of quality and timing, of the Central America DIPECHO 2016-2017 activities to be carry out in the region; (see the project´s single format and logical framework).
- A roadmap document for defining the PCGIR harmonization process with the Sendai Framework for DRR, outlining the steps, outcomes, and involved actors.
- Guarantee the harmonization process of the PCGIR until the presentation of the revised PCGIR to the Presidential Summit of 2017 according to the roadmap.
- A methodological design and systematization of the virtual and community consultations, and national consultations and regional workshops.
- A regional contact directory.
Work Location: Guatemala
Expected duration: 12 months with a 3 month probation period (and possible contract extension to 16 months).
Duties and Responsibilities
Within limits of delegated authority, the consultant will be responsible for the implementation of the DIPECHO project “Supporting the implementation of the Sendai Framework for Disaster Risk Reduction in Central America (Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama)”.
The present consultancy will allow a good coordination and outgoing communication with the regional and sub-regional partners and actors, including CEPREDENAC, and regional and national implementing partners of the DIPECHO’s Action Plan 2016-2017.
In particular, this consultancy will carry out the following activities:
Coordination:
- Coordinate, jointly with UNISDR-Americas, CEPREDENAC, and ECHO staff, the implementation of the DIPECHO Central America Project 2016-2017 in the Region (See the project´s text and logical framework).
- Guarantee the involvement, leadership, and follow up of CEPREDENAC.
- Guarantee the timely involvement of the Council of Representatives and the National Systems for Disasters Risk Management of the six countries.
- Coordinate with the countries the implementation of the Agreements defined by CEPREDENAC´s Council of Representatives.
- Lead the regional coordination of the DIPECHO 2016-2017 projects by organizing regular coordination meetings, drawing up the notes for the file, and distributing them to the country, regional, and ECHO partners.
- Support the coordination of additional response and preparedness activities in the Central American countries, if required by UNISDR and CEPREDENAC.
PCGIR Harmonization:
- Provide advice and support to the consultant who will analyze, revise, and update the PCGIR to harmonize it with the Sendai Framework.
- Accompany the organization and implementation of the roadmap for the PCGIR harmonization and coordinate the review process until the presentation of the PCGIR to the Presidential Summit of 2017.
- Coordinate the consultation process for the PCGIR harmonization, and systematize the results in order to include them into the PCGIR updating process.
- Coordinate with CEPREDENAC, the Council of Representatives and the National Systems, the organization of a national consultation workshop in each country for the PCGIR review, and ensure validation from the corresponding national authorities.
- Organize, design the methodology, and support the facilitation of the initial regional DIPECHO workshop, which will obtain initial consensus on the PCGIR review process.
- Coordinate the inclusion of the final regional DIPECHO workshop into the PCGIR consultation forum of 2017.
- Systematize the contributions gathered and elaborate the reports of the initial regional workshop, national consultation workshops per countries, and final workshop included into the PCGIR consultation forum.
- Promote the integration of the project activities and of the Sendai Framework into the implementation process of the PCGIR´s main axes at regional level, and into disaster risk management plans or national strategies.
Project Implementation:
- Support the pilot activity for the elaboration of the DRR National Plan in Honduras.
- Support the implementation of 3 national workshops for the re-launch of the Making Cities Resilient Campaign.
- Support and assist the identification of municipalities, and facilitate the development of 6 actions plans or municipal/local strategies for DRR, reflecting DRR and urban resilience, and alignment with the 10 Essentials.
- Promote and encourage the dissemination and use of the produced tools in Central America through Facebook, and DIPECHOLAC and CEPREDENAC web sites.
- Support the implementation of the project visibility actions.
- Ensure and follow-up the participation of Central American authorities to the High Level Ministerial Meeting in Paraguay, Regional Platform for DRR in Canada, Global Platform for DRR in Mexico, and WISS Meeting in Costa Rica. Prepare a report of Central American participation and contributions in these multilateral spaces of dialogue.
- Provide general guidance for the International Day for Disaster Reduction (IDDR), and disseminate events and initiatives.
- Support regional actions related to Disaster Risk Management that are complementary to DIPECHO and assigned by CEPREDENAC or UNISDR-Americas.
- Other task mutually agreed between CEPREDENAC and the Regional Coordinator of the project from UNISDR-Americas.
Monitoring:
- Ensure the fulfillment of the project´s indicators, their follow up and monitoring.
- Prepare monthly reports of project implementation and quarterly planning.
- Prepare project´s documents to be presented to the Council of Representatives.
- If required, carry out support missions to the Central American countries and DIPECHO projects, according to mutual agreements between CEPREDENAC, UNISDR-Americas, and ECHO.
- Facilitate the administrative and operations support of the project for the implementation of activities at regional level.
- Maintain permanent link and coordination with the managements units of CEPREDENAC, regarding regional processes and coordination with the countries.
- Keeping up-to-date a contact directory for the implementation of common initiatives and consultations in the region, jointly with UNISDR staff.
Qualifications/special skills
Academic Qualifications: A master degree in Social Sciences, sciences, Geography, risk assessments or subjects related to Disaster Risk Management.
Experience:
- At least 7 years of experience in the fields of risk management, climate change and/or sustainable development.
- Experience in the direction or coordination of projects in the region, preferably in both the public and international cooperation sectors. At least 5 years of experience in Central American Region and DIPECHO Projects is highly regarded.
- Knowledge of inter-governmental mechanisms, DRR platforms, tools, and mechanisms.
- Experience in the analysis and synthesis of information, and proved experience in the formulation of strategies, programs, or other type of documents related with work in multidisciplinary teams.
- Good understanding of the Disaster Risk Reduction field and the processes, actors, and institutions involved in the DRR field in the Central American Region.
- Must be willing to travel in the Region as required for the position.
- At least 5 years of experience in monitoring projects.
- At least 5 years of experience in the organization and expediting of consultation processes and workshops.
- At least 5 years of experience in working with SICA and the Governing Bodies of National Systems.
- Excellent writing and analytical skills.
Language: Fluency in Spanish is required. Proficiency in English, both oral and written; working knowledge of another official UN language or national languages are an asset.
