Team purpose:

To deliver Oxfam's strategic and operational priorities in the Asia Region and ensure innovative and quality programme which is shared within the region and beyond. The Specific focus of the humanitarian team is to bring about policy and practice changes to contribute to strengthening the resilience of communities, so that people living in at risk areas are able to adapt to the effects of hazards, including those exacerbated by climate change. This will be achieved by delivering/supporting countries to deliver high quality and gender-equitable humanitarian assistance and by working with communities, government and other stakeholders before, during and after disasters in order to decrease levels of vulnerability and increase resilience. Capacity building of Oxfam and partners, experience and learning sharing are key areas of responsibility.

Job purpose:

- To lead and facilitate the development of coherent programme policy and direction to support improved practice on gender aware disaster risk reduction & humanitarian programming in Asia and to lead the changes needed to effectively deliver on the Regional Change Strategy
- To deliver effective support to all country programmes and develop mechanisms to support gender programme analysis and equity across our resilience work and actively share learning throughout the region

Reporting lines:

Post holder reports to: Regional Humanitarian Manager based in Bangkok

Matrix relationships: Working closely with other Regional Change Leads, CD and country teams, the Regional Policy and Campaigns and Programme Development and Impact Team, and the Gender Equity Knowledge Network. Clear links into the Programme Policy Team (PPT) and the Campaigns and Policy Division (CPD) in Oxford

None (although budget allocation will be made through the programme development budget)

Dimensions

- Lead the formulation of strategic gender and disaster risk reduction focused programming
- Provide strategic inputs that shaping objectives that promote and deliver gender responsive programming
- Providing specialist advice and specific skills to regional programme and partners.
- Generate and capture knowledge that lead to an expansion of gender experts across Oxfam
- Represent Oxfam in coordination meetings and build external relationships.
- Decision-making is strategic and operational
- Required to analyse and use programme information to support strategic planning for significant impact in one programme area.
- Active role in advocacy on gender in emergencies issues
- Work autonomously within agreed framework.
- Initiate and support fundraising efforts with programme information and expertise.
- Produce clear and quality reports that demonstrate good accountability

Key responsibilities

- To support programme implementation by ensuring quality and integration of programmes, including gender analysis in all aspects of the work
- To improve consistently learning from programmes and facilitating that sharing of this learning and knowledge through innovative means and knowledge management, including the digital vision (using IT and mobile technologies)
- To keep up to date with new thinking in areas of gender and disaster risk reduction e.g. GBV, protections, peace building, gender budgeting etc and deliver support in integrating gender and resilience and advocacy work into programming.
- To support country programmes to deliver and develop impact indicators and develop a monitoring and evaluation framework at the regional level to measure work at a regional and country level
- To work with partners to improve their skills, capacities, and competencies
- To work closely with Oxfam International colleagues and networks and build and facilitate cross affiliate learning

Specific regional responsibilities

- To support, facilitate and lead processes to support effective ways of working e.g. regional programme reference group
- Identify appropriate funding opportunities and lead on proposal development when required
- To be able to be part of first response team to ensure a high quality engendered response
- To work closely with the regional senior team and regional support staff and their teams to ensure a joined up processes in terms of programme learning, programme development, MEAL (monitoring, evaluation, accountability, and learning) and knowledge management To develop network of resources jointly with the Gender Equity Knowledge Network and proactively seek technical support from external agencies and also within Oxfam (Campaigns & Policy Department/Programme Policy Team, Humanitarian Department and Regions) to improve programme delivery, quality, learning and innovation.

Specific country base responsibilities

- To work closely with the Country Director/Senior Management Team to decide on country priorities and work plans
- To deliver effective support to the Pakistan programme and lead a gender review and develop mechanisms to actively share learning

Skills and competence

-  Experience of gender in at least 2 of the following areas: development programming, disaster risk reduction,women's rights, humanitarian response(Essential)
- Experience in building capacities of civil society groups and organisations, working with alliances (Essential)
- Demonstrated experience of current and cutting edge gender approaches (Essential)
- Demonstrated experience of embedding gender priorities in humanitarian response work (Desirable)
- Strong communication and training / mentoring skills (Essential)
- Ability to bring teams together - facilitate and lead (Essential)
- High levels of spoken and written English (Essential)
- Experience of working in Asia (Essential)
- Excellent communicator at all levels (Essential)
- Understanding of impact, monitoring and evaluation and ability to put into practice (Desirable)
- Knowledge of information technology and ability to use in programming and learning (Desirable)
- Ability to undertake travel away from home baseessential, up to 12-16 weeks a year (indicative)
