Purpose of Position

The successful candidate will play a key role, side by side with the regional programme coordinator, regional DM delegate, regional communications delegate and the regional finance and administration manager, as well as the heads of the IFRC delegations in Mongolia and DPRK, and the IFRC representative in Japan, in supporting the ongoing integration of EARD programming aimed at the development of a more sustainable and integrated IFRC support model. 

Description of Duties

Key tasks and responsibilities

- In close cooperation with the regional delegation management team, lead a multi-sectoral team (EARD development unit) which includes: health and care, livelihoods provisioning, development support to national society youth and volunteer services. A team that supports NS to become more responsive to the identified priorities and needs of communities and vulnerable groups.
- Facilitate the implementation of the Federation-supported health programmes related with the East Asia Delegation as outlined in the respective IFRC plans.
- Accompany the Sichuan community based programme and the China and regional DRR projects which are currently managed by the DM team. The Sichuan community based programme and the China DRR projects shall be eventually moved into the development unit at the most feasible period of time in full agreement with the DM unit.
- Ensure that all activities under the responsibility of the EARD development unit are planned and implemented in close cooperation with the respective NS (EANS and involved PNS) and managed in an integrated and cross-functional manner with all other units of the EANS and the respective country delegations and representations.
- Facilitate technical support to the process of planning, monitoring and evaluating development interventions in the region, give inputs to specific funding proposals. Coordinate the production of the health and other development components of regional and national plans, programme updates, annual reports, and the production of reports in agreed format.
- Assist EANS in developing and deploying a methodology for sustainable development assessments, planning and programming, addressing key topics and enhancing awareness on sustainable development.
- Cooperate with the IFRC's livelihoods resource centre and other relevant IFRC resource centres and ensure that regional experiences, lessons learned and best practices on livelihood provisioning are captured and shared. Provide technical post-transition support to on-going RCSC's Sichuan livelihoods recovery programme to implement planned livelihoods programme in the disaster affected area. Prepare the initiation of livelihoods provisioning projects for other provinces in China if requested by the RCSC and support other EANS and IFRC delegation in the application and development of livelihood provisioning.
- Provide assistance in defining the balances of accompaniment for organisational development and capacity building to strengthen NSs, along the lines of the Secretariat framework for stronger National Societies, focusing, in close cooperation with the PMER team on NSs certification, NSs databank, learning platform, digital connectivity and other related mechanisms.
- Develop together with the regional delegation management team a good understanding of each EANS organisational capacities, challenges and priorities and ensure that all secretariat technical programming contributes to the longer term development of each national society.
- Provide EANS with support in implementation of selected projects to strengthen their organisational systems and processes.
- Contribute to the institutionalisation of IFRC policies and frameworks, best practises, and tools, within National Societies in the development programming context.
- Establish and reinforce, in close cooperation with the PMER unit, a system for knowledge sharing including the systematic mapping of EANS capacities and acting as a central repository of information concerning best practices and lessons learnt on sustainable development.
- Develop, together with the regional management team and the country delegations (based on the existing documents and tools) integrated guides, tools and training materials tailored to the EA context.
- Support EANS and the EARD to work collaboratively with other national and regional actors a part of the IFRC's regional humanitarian diplomacy for the delivering of more inter-linked services to target groups and communities.
- Participate in Federation's response to major disasters in East Asia, as requested. Coordinate provision of rapid and well coordinated emergency health support to national societies in the region in times of disaster.
- Contribute to the implementation of IFRC's regional humanitarian diplomacy strategy through the development of key messages and confidential diplomacy and public influence initiatives, within the portfolio of this position
- Ensure close collaboration with the PMER team, communications team and the disaster management team to design and deliver joined up country level support to National Societies.
- Contribute to the mobilisation of resources including securing more diversified funding that will allow IFRC to more consistently support to NS and community development.
- Produce regular, timely and accurate narrative and financial reports and contribute stories to the publications by the IFRC.

Duties applicable to all staff

Required Qualifications 

Education

- Bachelor / Master of public administration and non profit management or related fields
- Bachelor degree in a related field

Experience

- A minimum 5 years experience in organisational and community development
- A minimum of 5 years of experience in supporting capacity enhancement in local civil society organizations
- At least 5 years in a management role
- Experience working in a Red Cross or Red Crescent National Society and/or IFRC or ICRC
- Experience in facilitating and supporting networks of practitioners
- Experience with the East Asian context
