Regional Project Manager Inclusive Disaster Risk Management

General information

Handicap International recruits a Regional Project Manager Inclusive Disaster Risk Management to support the Andean Countries Program of Handicap International.

The main mission of the project manager is to ensure implementation of a regional project in inclusive disaster risk management (IDRM) with the objective of improving and diffusing an inclusive DRM framework in 6 countries in Latin America (Peru, Paraguay, Chile, Ecuador, Bolivia and Nicaragua) in order to increase protection and resilience of vulnerable groups, including people with disabilities, women, elderly people and indigenous people before, during and after natural disasters. The project will work at the regional level but at the national level, activities will focus on Peru and Paraguay. The project manager will be based in either Peru or Paraguay. 

Description

The main responsibilities of the Inclusive DRM Regional Project Manager are to:

1. Ensure adequate implementation of the Regional Inclusive Disaster Risk Management Project (Regional IDRM)
2. Support management of human resources, finances and logistics for its project in line with HI and donors’ requirements
3. Strengthen and enable the ability of action of its team
4. Ensure achievement of project results and quality
5. Ensure achievement of the project’s technical framework
6. Represent the association in the DRM sector
7. Support new project development related to the program’s strategy in his/her area of work

Profile 

• University degree in Management of Environmental Projects and/or minimum 3-4 years of professional experience in international cooperation
• Minimum of 3 years of experience in the field in a similar position
• Expert knowledge of Disaster Risk Management and/or 4-5 years of experience in the field
• Experience in training and empowerment of partners
• Knowledge of funding processes by multilateral and bilateral donors in development and/or emergencies
• Knowledge of the Project Management Cycle and its tools
• Expert level in Spanish (written and spoken), and excellent level in at least one of the headquarters’ languages (French or English)
• Excellent skills in organization, planning and management of priorities
• Excellent oral skills and capacity to represent the organization in Spanish
• Capacity to achieve objectives autonomously and with minimum supervision
• Ability to transfer knowledge and support teams - Good understanding of the Latin American context

Specifics

The Inclusive DRM Regional Project Manager will be based either in Asunción or Lima. Its team will be constituted of 2 National Advisors in Disaster Risk Management (part-time) (1 based in Asunción and 1 based in Lima).

Travel:

Regular in 6 countries (Peru, Paraguay, Chile, Bolivia, Ecuador, Nicaragua). Participation in regional workshops and conferences.

Conditions

• Starting date: 01/10/2017
• Length of the contract: 12 months (renewable)
• Salary: from 2220,00€/month (gross), depending on experience
