The Resilience programme manager (RPM), who will be based in Masisi, will oversee the implementation, management and development of the resilience response programme in Masisi, North Kivu. S/he will enhance programming and managerial skills of key Concern staff on the Masisi team. S/he will also provide technical guidance on protection mainstreaming in Concern’s on-going emergency response programming.

Main duties and responsibilities:

Programme quality

  • Oversee the planning and delivery of the Resilience Programme in consultation and partnership with local partners.
  • In conjunction with the Assistant Country Director – Programme and technical advisors from Head Office, develop and roll out an integrated approach to building resilience in target communities through asset transfers, promoting improved and context relevant cultivation techniques and alternative livelihood strategies and developing community-based protection activities. This should be holistically implemented through a risk reduction framework.
  • Ensure that asset transfer programming (vouchers and cash transfers) is carried out in accordance with Concern’s SOPs and international best practice.
  • Reinforce and maintain the monitoring and evaluating system and oversee the programme progress against agreed program objectives.
  • In accordance with Concern’s results-based management principles lead periodic programme reviews in order to assess programme progress, capture lessons learnt and adapt programme strategies as necessary.
  • Lead the delivery of the resilience programme is in accordance with Concern’s Humanitarian Accountability Partnership (HAP) commitments through: a) ensuring strong and meaningful community participation throughout the programme cycle; b) systematically sharing programmatic information with target communities (and other stakeholder); c) rolling out and managing a complaints response mechanism in accordance with Concern’s guidelines; and d) contributing to Concern’s HAP reporting requirements.
  • Develop and manage a production relationship with the local partner and develop a strategy for their integration into the implementation of the programme.
  • Lead and or participate in other programme quality and accountability initiatives as required.

Donor compliance

  • Ensure that donor proposals, budgets and reports are of high quality, up to date and delivered in a timely manner in accordance with Concern policies/procedures, donor requirements and for other interested parties.
  • Be responsible for ensuring that donor strategy, donor guidelines, formats and processes are understood and being adhered to within programme implementation and procurement.

Representation

  • Manage the working relationship with the local implementing partner
  • Ensure effective networking and coordination with local Government authorities, other NGOs, and UN at field level in coordination with the Emergency Programme Manager and Base Manager.
  • Represent Concern to donors, clusters and other coordination fora in Goma as required.

Human resources

  • Identify project staff needs, ensuring that Job descriptions are developed, properly qualified staff are recruited, inducted and trained as per the needs of the programme and the organisation
  • Manage Programme Team with particular emphasis on capacity building of staff through mentoring, training, and ensuring that all staff have up to date job descriptions and PDR as per policy.
  • Ensure that all staff are provided with the necessary support and advice to carry out their duties particularly as they relate to livelihood approaches, emergency preparedness and response as well as PRA/PLA techniques.

Communications/reporting

  • Monitor the production and dispatch of reports within Concern, for donors and other interested parties as appropriate in accordance with approved reporting schedules
  • Ensure that situation reports, i.e. security, personnel, programme activities, etc. are produced to a high standard and in a timely manner.
  • Ensure that ToR’s for external consultants/visits are prepared.
  • Manage all external (donor, UN, head office, consultants, etc) visits to the field.

Finance, admin and logistics

  • Monitor and manage programme expenditure and budgets, ensuring resources are optimally utilized and spending is in line with Concern financial procedures and Donor requirements.
  • Manage day-to-day cash management in for the programme and ensure cash transactions and management are in line with Concern procedures.
  • Liaise with the Base Manager through coordinated planning to ensure efficient use of support systems

Security and representation

  • Ensure the Resilience Programme team carry out their work in accordance with Concern’s security SOPs.
  • Assist the Base Manager with security analysis through the sharing of important security information collected through field work.
  • Participate in the revision of SOPs when necessary and other security related duties when necessary.

Other duties

  • Participate in country-level strategic planning initiatives and other duties as determined by line management.
  • Contribute to organisational accountability initiatives, including overseeing the roll out of commitments of Concern under the HAP (Humanitarian Accountability Partnership)
  • Adhere fully to the commitments and rules of Concern’s Programme Participant Protection Policy and Code of Conduct (P4 and CofC), including the respect of confidentiality.
  • Report to the appropriate manager, all violations of the P4 or CofC, this is a mandatory duty of all staff.

Person specification

Essential:

  • A relevant degree in a related field (Humanitarian Aid, international development, food security, etc) is essential, together with some theoretical knowledge of the principles and practices of organisational management, emergency preparedness and response.
  • At least two years’ programme management experience
  • Knowledge of implementing rigorous monitoring and evaluation systems through a results-based framework
  • Team Management Experience
  • Strong experience of protection or DRR programming
  • Experience of managing a multi-sectoral programme
  • Knowledge of cash and market-based approaches
  • Proposal and report writing skills
  • Experience of working in an insecure environment
  • Strong French language ability
  • Flexibility and the ability to direct a multi-cultural team
  • Demonstrable, interpersonal and communication skills
  • Good organisation, planning and management skills
  • Ability to work under pressure

Desirable:

  • Experience of working through local partners
  • Knowledge of HF/VHF radio systems
  • Digital data collection and beneficiary management
  • Swahili and Kinyarwanda would be an advantage
