Background
The Coalition for Disaster Resilient Infrastructure (CDRI) is a multi-stakeholder global partnership of national governments, UN agencies and programmes, multilateral development banks and financing mechanisms, the private sector, and academic and knowledge institutions that aims to promote the resilience of new and existing infrastructure systems to climate and disaster risks in support of sustainable development. The vision, mission, goal, and objectives of CDRI are explicitly linked to the post-2015 development agendas. CDRI promotes its Disaster Resilient Infrastructure (DRI) mandate through knowledge exchange and bolstering technical capacities among member countries and partners through the following key Strategic Priorities:

- Program Support and Technical Assistance
Power Sector Resilience Programme
CDRI aims to support governments for promoting resilience of critical infrastructure sectors such as energy, telecommunication, transport, health, in contexts like SIDS, urban, and mountains. CDRI also aims to promote resilience through cross cutting themes on resilience finance, gender-equity-disability-social inclusion.
In line with the Strategic Priorities around Program Support and Technical Assistance, CDRI’s Power Sector Infrastructure Resilience Programme aims to strengthen the capacity of power sector stakeholders and adopts risk-informed approach to assess mitigation and adaptation measures that offer the greatest benefits. CDRI seeks to appoint an external agency(s) through a competitive bidding process, to support the above objectives of the CDRI’s power sector programme.
The Power Infrastructure Resilience Programme is one of CDRI's key initiatives due to the critical role it plays in ensuring overall quality of life. The program aims to strengthen the robustness and resilience of power infrastructure against various hazards, including those arising from climate change and extreme weather events.
The objectives of the Power Infrastructure Resilience Programme are achieved through a multifaceted approach, including conducting comprehensive technical studies, releasing timely advisory reports, and rolling out extensive training and capacity-strengthening programs.
The following are some of the projects and initiatives undertaken in the Power Infrastructure Resilience Programme:

Objectives
Through the empanelment, CDRI aims to empanel agency(s) to support its power sector resilience programs and activities.
Specifically, the main objectives of this assignment are:
- Conduct reviews and provide expert guidance on technical deliverables across CDRI's power sector programmes and initiatives.
- Support CDRI in the implementation and development of new and existing projects, ensuring alignment with strategic priorities and fostering collaboration with government stakeholders.
- Support in the post project engagement with the stakeholders.
- Formulate and refine strategic work plans to enhance the efficiency, effectiveness, and impact of programme initiatives.
- Ensure meaningful and impactful project outcomes that address stakeholder needs and contribute to disaster resilient infrastructure agenda.
Scope of work
The activities in this scope of work will be undertaken by the agency(s) in close coordination with the CDRI’s Programme Management and Technical Support (PMTS) team including Senior Director, Director, Lead, Power Sector Team and other consultants if any.
The scope of work for the agency(s) will include, but not limited to:
- Strategy on designing the power sector technical assistance projects in member countries, including participation in meetings with government officials and other organizations with the CDRI team (both in person and remotely).
- Support to and engagement with the Government of Odisha, on the implementation of CDRI’s Odisha study recommendations.
- Technical input and support for the national international conferences/workshops and training programs on the disaster resilient infrastructure agenda.
- Provide technical reviews for publications and other activities related to CDRI’s power sector programs.
- Provide technical support and expertise in the assessment and analysis of power sector resilience, based on requests from CDRI’s member countries.
- Review and develop a power strategy/framework that incorporates the latest practices, policies, innovations, and lessons learned from completed CDRI studies.
Expected deliverables
The agency(s) would be expected to deliver its support in the broad activities mentioned in the scope of work and will be evaluated on its merits.
In addition to the above deliverables, the agency(s) will be required to prepare presentations for reporting meetings to CDRI.
Period of empanelment
The empaneled agency(s) would have a term of 2 years from the date of commencement of the contract, with specific milestones and deadlines to be agreed upon at the outset of the engagement to ensure the timely completion of deliverables.
Reporting
The agency(s) will report to the CDRI PMTS team. Regular updates on progress, challenges, and findings are expected.
Profile of resource persons
The team of 3 people is to be engaged in the activities mentioned above. Overall, the team should demonstrate they have the competencies to complete the allotted work.
The agency(s) should submit profiles (CV, etc.) of the above team members to help CDRI verify these competencies.
- Lead expert - A minimum of 20+ years of experience in power system design, power reliability and management, and related fields. A master's degree in these disciplines is desired.
- Senior Sectoral expert – A minimum of 15+ years of experience in power system design, power reliability and management, and related fields. A master's degree in these disciplines is desired.
- Analyst- A minimum of 8 years of experience in power system design, power reliability and management, and related fields.
- Proven experience in developing global reports and technical documents related to power infrastructure resilience, demand management, system planning, etc.
- Excellent writing and communication skills in English. Additional language skills would be desirable.
- A proven track record of working with international organizations or in multicultural settings.
Agency(s) must ensure that there is minimal change in the proposed team during the project and relevant project members should be available during consultations. In case of any change in the approved personnel, the agency is required to seek approval for the proposed new team member from the CDRI PMTS team.
Pre-qualification criteria for agency
- Expertise in Power Infrastructure: The proposal must demonstrate the agency(s)’s proven experience in power infrastructure.
- Minimum eight years of experience in delivering similar assignments in the past. Submission of a portfolio demonstrating previous projects, including reports, technical documents, assessments, etc.
- The agency(s) should demonstrate its previous work engagement with both government and non-governmental organizations. Provide references for these clients along with contact information. CDRI reserves the right to verify these references.
- Submission of financial statements for the last three years. Submission of agency(s) key personnel, including qualifications, and experience.
- The above pre-qualification criteria are indicative, and the agency is encouraged to provide any additional information.
Contractual framework
Selected agency(s) will sign a frame agreement with CDRI to support specific projects, and actual work will be assigned through “Work Orders,” specifying the number of (8-hour) workdays.
Proposal requirements
Please share proposals in two separate PDF files:
Technical Proposal (Password-Protected PDF File): The technical proposal should include the agency(s) profile, including their financial statements, CVs of resource persons, and any other detail relevant to the RFP.
The Password for the Technical proposal pdf file is to be submitted on the same email ID by 1200 hours (IST) one (1) day after the final proposal submission date. Times New Roman Font to be used for Password to ensure readability.
- Financial Proposal (Password-Protected PDF File): Agency(s) shall quote their per-day consultancy charges (excluding any travel) for each expert. This proposal must cover all aspects mentioned in the scope of work for both assignments. All payments shall be subject to tax deduction at source per the tax laws of India.
Note: The Financial Proposal PDF should be password protected. The password for FINANCIAL PROPOSAL MUST NOT BE SHARED ALONG WITH PROPOSAL. The password for the financial proposal will be requested separately.
The proposal must be sent to the email address [email protected] with the subject line: " Empanelment of agency(s) to support power sector resilience programs and activities" and received by CDRI on or before 30 January 2025 by 15:00 hrs (IST) which stands to be the deadline for the proposal submission. Any proposal received by CDRI after the deadline for submission shall not be opened.
Selection criteria
The agency(s) will be selected following a Quality Basis selection (QBS) Proposals shall be evaluated as follows:

The applicant scoring more than 70% in the technical evaluation shall be considered for empanelment and will be called for negotiations if required.
Terms of payment
This would be a lump-sum contract based on quoted rates. Payments will be made upon approval of the submissions/deliverables by competent authorities at CDRI.
Standards of quality
Information and data created according to the ToR should follow internationally accepted standards and practices.
Other terms & conditions
- The proposals should be valid for 90 days after the final submission date.
- CDRI reserves the right to cancel this empanelment before or after the receipt of proposals or after opening the proposal and call for fresh proposals. CDRI also has the right to reject any proposal without assigning any reason.
- Proposals incomplete in any respect will not be considered.
- Please note that the consulting agency must clearly disclose the contractual and payment terms in its proposal.
- CDRI reserves the right to empanel more than one agency.
