About CDRI

The Coalition for Disaster Resilient Infrastructure (CDRI) is a partnership of national governments, UN agencies and programmes, multilateral development banks and financing mechanisms, the private sector, and knowledge institutions that aims to promote the resilience of new and existing infrastructure systems to climate and disaster risks in support of sustainable development.

Vision

CDRI seeks to rapidly expand the development and retrofit of resilient infrastructure to respond to the SDG of expanding universal access to basic services, enabling prosperity and decent work.

Mission

To support countries to upgrade their systems to ensure disaster and climate resilience of existing and future infrastructure.

Strategic Work Plan 2023-2026

CDRI's Strategic Work Plan 2023-26 describes the broad contours of its priority actions and planned initiatives in the next four years. The Strategic Work Plan sets out a clear direction for the Coalition to pursue a transformational agenda for DRI in response to a changing risk landscape and evolving on-ground realities of its members. In the next four years, the Coalition will continue to leverage the expertise of its Member Countries and partners to develop context-specific, innovative solutions for resilient infrastructure towards the achievement of national priorities and global commitments of its members.

With the Strategic Work Plan for 2023 - 2026, CDRI has set out the following strategic outcomes.

Strategic Outcome 1: A strong Coalition that has the membership, resources, and global leadership to drive global, national, regional, and local DRI action.

Strategic Outcome 2: Global DRI research, Coalition-led peer engagement, and CDRI-curated and generated knowledge promote risk-informed policy and practice.

Strategic Outcome 3: Enhanced capacities of government, private enterprises, and communities to implement post-disaster recovery and DRI action at scale.

CDRI Headquarters (Secretariat)

The CDRI Headquarter is established in New Delhi, India, to act as the Secretariat of the Coalition.

Objective

Coalition For Disaster Resilient Infrastructure hires for a variety of roles that support its mission of promoting resilient infrastructure. The roles typically span across different functions including Program Management & Technical support, Research, Knowledge Management, Capacity Development, Partnerships, Resource mobilization, Advocacy, communications, Operations, etc.

To ensure the strategic priorities are achieved, CDRI needs to reach global talent profiles, who would like to make an impact in disaster-resilient infrastructure.

CDRI is looking for a Global Career Platform that connects talented professionals with organizations making a positive impact and allows them to become more diversified in their workforce and create more global awareness of the vacant roles.

The objective is to foster proactive pipelines of candidates that meet the CDRI job criteria, equip the CDRI team for efficient hiring processes, and ensure that they attain a global talent reach.

CDRI also reserves the right to empanel more than one firm.

Scope of Work

  1. Global announcement of the open positions at CDRI in their career platform.
  2. Global awareness of the CDRI and its open positions in their highly skilled talent pool and supporting the People & Talent team at CDRI with diversifying global outreach.
  3. To serve as a dynamic platform for connecting with top talent and leveraging its extensive network.
  4. Global reach to the audience to search for jobs matching skills, interests, and career aspirations and to give them the tools and services to improve their career opportunities with an international organization.
  5. To host Virtual Career Fairs to connect with top-tier talent across the globe.
  6. Allows API integration for the future.
  7. Criteria for the Agency
  8. The agency Carrer Platform must have vacancies from international organizations around the world, covering UN organizations, International Financial Institutions, the European Union, and/or the most influential Intergovernmental and Non-Governmental organizations.
  9. The agency's career platform must have at least half a million registered members and site visits, and at least over a million page views per month.
  10. The Platform must be customer-oriented and user-friendly service covering this global sector of mission-driven organizations.
  11. High level of professionalism, reliability, and responsiveness.

Submission

Please share proposals in two separate PDF files:

  1. Technical Proposal (Open PDF file): Brief Introduction of the Agency, Qualification, Experience, Clientele, etc., and the PPT on Approach & Methodology.
  2. Financial Proposal: The Financial Proposal PDF should be password protected. The password for FINANCIAL PROPOSAL MUST NOT BE SHARED ALONG WITH PROPOSAL. The password for the financial proposal will be requested separately.
  3. Evaluation
  4. The agency/consultant will be selected following a Quality Cum Cost Basis (QCBS) of selection.
  5. Proposals shall be evaluated as follows: Evaluation Criteria for Technical Bids 100 points:

Proposed Methodology, Approach to support the criteria listed in Sl. No. "D": 50

The agency's career platform should have at least half a million registered members: 10

The agency's career platform should have achieved at least half a million site visits: 10

At least two testimonies from previous satisfied clients: 10

Rating Multiplier for Methodology, Approach

Satisfactory: 50%

Good: 75%

Excellent: 100%

The applicant scoring more than 70% in the technical evaluation shall be considered for financial evaluation. 75% weightage will be awarded for the Technical Proposal and 25% weightage will be awarded for the Financial Proposal. Technical Bid will be assigned a technical score (Ts) out of a maximum of 100 points.

The agency's/consultant's Financial Scores (Fn) are normalized as per the formula below: Fn = Fmin/Fb * 100 (rounded off to 4 decimal places) Where,

Fn = Normalized commercial score for the agency/consultant under consideration

Fb = Absolute financial quote for the agency/consultant under consideration

Fmin = Minimum absolute financial quote

The formula for final evaluation:

Composite Score (S) = Ts * 0.75 + Fn * 0.25

The agency/consultant with the highest Composite Score (S) would be considered for the award of the contract and will be called for negotiations if required.

Other Terms & Conditions

  1. The proposals should be valid for 90 days after the final submission date.
  2. CDRI reserves the right to cancel this Request for proposal before or after the receipt of proposals or after opening the proposal and call for fresh proposals. CDRI also has the right to reject any proposal without assigning any reason.
  3. Proposals incomplete in any respect will not be considered.
  4. Please note that the agency/consultant must clearly disclose the contractual and payment terms in its proposal.

The agencies are requested to submit their proposal through email to [email protected] by 23:59 hrs (IST) on 06 August 2024. Responses received after the stipulated time or not in accordance will be summarily rejected.

Please ensure that your proposal is sent ONLY to ABOVE MENTIONED email ID before the closing date & time. Proposals sent/copied to any other email ID (other than above) OR received after the bid closing date & time (mentioned above) will not be entertained.
