Context of the program in Myanmar

The programme Myanmar/Thailand is a regional programme with projects implemented in Myanmar (Ayeryawaddy, Kayin and Mandalay States) and in Thailand (in the 9 refugees camps located at the border between Myanmar and Thailand). HI Thailand program merged with the Myanmar program on the 1st of January 2016.

In Myanmar, activities are implemented around three areas: Inclusive DRR, Disability & support to Disabled people organizations and Victim Assistance. The program intends to reinforce and further develop the livelihood components within these activities.

In Thailand, activities are implemented in the 9 Burmese refugee camps in the 4 Myanmar-Thai border provinces (Tak, Mae Hong Son, Ratchaburi and Kanchanaburi) and are: Social Disability Inclusion, Rehabilitation and Risk Education.

Location

The main regional program coordination office is located in Yangon (Myanmar). The Thailand site office is located in Mae Sot.

Description

1. Manage the project implementation.

  • Identify and design project implementation strategy together with the project team, the partners, HQ Technical Unit;
  • Design and implement a KAP survey of paramedical and medical personnel on emergency management and a technical review of the trauma management system.
  • In coordination with UKEMT develop and incorporate into practice Emergency Trauma Guidelines including protocols for major impairments causes by natural disasters, such as amputations, open fractures and spinal cord injuries.
  • Organize surgeons, nurses and rehab staff training on the new protocols.
  • Develop a roster of health professionals.
  • Coordinate the development of a First Aid trainings specific modules on disability prevention and IEC material for injured and caregivers: in mass casualty scenarios; training for first responders (MRCS Volunteers, Fire Brigade, etc).
  • Prepare project reviews processes. Ensure Monitoring and Evaluation of the project in respect of HI M&E policy and project quality framework.
  • Ensure provision of technical support in troubleshooting issues relating to implementation of activities by the project team.

2. Ensure project budget management.

  • Define the activities budget and the monthly cash forecast in coordination with the support service teams.
  • Ensure the project budget follow-up analysing gaps and proposing necessary adjustments.
  • Ensure effective and efficient utilization of project budget for intended purpose.
  • Coordinate with the financial department to guarantee an accurate financial reporting.

3. Manage the project team.

  • Ensure the recruitment of the medical technical officer
  • Define project staff responsibilities and Individual Action Plans and ensure appraisal of project staff.
  • Train and/or organize training of project team on methods and technical skills necessary to the project implementation.
  • Provide management guidance and support to ensure smooth and timely implementation of project activities.
  • Undertake planning and reporting activities
  • Facilitate project team meetings.

4. Ensure Representation of Handicap International:

  • Ensure appropriate representation of HI in relevant working groups and networks.
  • Participate and contribute in national / international - workshops / seminars / meetings related to the field of work and based on program requirements.

5. Participate to experience capitalization strategy.

  • Identify and propose the project experiences to capitalize.
  • Coordinate with the Regional Programme Development and Quality Coordinator in collecting and analyzing data.
  • Contribute to the dissemination of projects lessons learnt.

6. To support HI’s Myanmar programme development

  • Contribute to develop proposals related to his/her project portfolio to ensure proper funding and adequate means for the implementation.
  • Ensure constructive linkages and partnerships with the Ministry of Social Services, Ministry of Health and other relevant authorities.

Profile Sought

Qualification(s):

  • Medical doctor, Nurse or Physiotherapist.

Experience:

  • At least 4 years overseas experience for an international organisation in health sector.
  • Previous experiences of work with a public health system.
  • Clinical experience within an hospital or within Medical Emergency systems.

Competencies:

  • Knowledge on health units functional aspects.
  • Proven track record in emergency health care management.
  • Skills in trainings and capacities building.
  • Excellent English communication (spoken and written) skills, including the ability to write project proposals/reports, draft/edit a variety of written reports and communications and to articulate ideas in a clear, concise style.
  • Advanced computer skills in Word and Excel.

Personal qualities:

  • Excellent interpersonal skills including the ability to listen, sensitivity to others views and perspectives, and conflict resolution.
  • Capacity to develop and maintain an understanding of and be sympathetic to the social, cultural and political context of the post.
  • Strong self manager with proven ability on multi-tasking, setting priorities and reaching targets.

Specificities

The Safe Hospital Initiative Project Manager (SHI PM) will be responsible for the implementation of the Safe Hospital Initiative component of a wider project managed by a consortium of NGOs led by Action Aid Myanmar. The project aims at strengthening community and institutional resilience to natural hazards in Myanmar. Handicap International joined the consortium as a technical partner under ActionAid.

HI's role will be:

  • To support the inclusion and mainstreaming of People with Disability and Disability issues in community-based DRR activities in Nga Yoke Kaung, Pyapon and Sittwe, including through provision of capacity building training, mentoring support and monitoring.
  • To provide technical support on disability-prevention and inclusion of People with Disabilities in the strengthening of Mass Casualty Management Plan for Yangon General Hospital.
  • To lead a number of systems/protocol-related activities for Yangon General Hospital including: assessment and strengthening of the trauma system management (as a part of the MCM plan); development of disability-prevention guidelines for first responders; development of a health personnel roster, and; development of protocols for trauma-related injuries.
