Overview

The British Red Cross helps people in crisis, whoever and wherever they are. We are part of a global voluntary network, responding to conflicts, natural disasters and individual emergencies. We enable vulnerable people in the UK and abroad to prepare for and withstand emergencies in their own communities. And when the crisis is over, we help them to recover and move on with their lives.

Following the earthquake that hit Haiti in January 2010, under the co-ordination framework of the International Federation of Red Cross/Crescent Societies, BRC has established a programme to assist affected communities to recover from the disaster. The focus of these activities is shelter, clean water and sanitation and livelihoods support. Risk reduction and resilience activities will also be included in planned BRC work. The programme is expected to last until the end of December 2012.

Job purpose

1. To manage security to facilitate the delivery and exit of the planned BRC Integrated Recovery Programme.
2. To revise the existing BRC security framework to reflect the changing security climate.
3. To advise the Head of Delegation on the developing security position in Haiti

Duties and responsibilities

1. Manage BRC security to facilitate the delivery of the BRC Integrated Recovery Programme.
2. Update Haiti security risk assessment using a participatory approach
3. Review and revise the existing security framework (regulations, contingency plans, induction)
4. Implement recommendations from the June 2011 security assessment report
5. Update medical emergency procedures (including medivac plan)
6. Ensure high levels of awareness among international delegates, national staff and locally contracted staff of BRC security procedures
7. Deliver training for international delegates, national staff and local workers in:
- BRC security procedures
- Personal security awareness
- Driver security training
8. Providing weekly security reports and providing individual incident reporting as required. Develop a system to ensure that all staff are aware of their responsibilities
9. Establish and maintain a close working relationship with the IFRC Security Coordinator, ICRC Deputy Head of Delegation, security peers in other PNS and NGOs for information exchange
10. Work with the HoD and Security Advisor (London) to develop critical incident plan
11. Manage and build the capacity if the National Security Officer.

3. Medical evacuation plan
4. Security training
5. Advise of potential for security management to revert to Logistics Manager Delegate at end of mission.
