Programme Overview

In the last decade an estimated 33 million people were affected by natural disasters in Pakistan with more than 80 percent of the country’s 124 districts affected. The frequency and severity of climatic shocks is expected to increase as a result of climate change, population growth and urbanization. Poor and vulnerable households, particularly female headed households, are often most affected by the impacts of disasters and are slower to recover. In order to improve the capacity of at risk communities and households to mitigate the impact shocks and to recover from disasters, DFID is providing funding for a comprehensive approach to building disaster resilience at community level in districts that are most at risk.

Purpose of Role

The role will be responsible for security risk management relating to the BDRP programme in Pakistan to ensure best practice and the protection of employees, consultants and visitors, infrastructure and equipment. The Security Manager will be responsible for the provision of a comprehensive, efficient, cost effective operational and tactical security service for all project staff, and the provision of strategic advice to the GRM management at all levels. Moreover, the role will extend assistance and technical guidance to partners engaged in the implementation of the BDRP programme aiming to ensure that organizations have a greater awareness of the security risks and are in a position to navigate and respond to threats and subsequent operational challenges. Effective discharge of these responsibilities warrants development of networks with a range of stakeholders at several levels.

Responsibilities

  • Lead and manage the security operations for a major DFID programme across multiple provinces in Pakistan
  • Provide guidance and best practice on security to ensure the safety and protection of all project employees, consultants and visitors, infrastructure and equipment.
  • Build and maintain key professional relationships with staff across GRM and its partners

Minimum education and experience require

  • Appropriate military and/or police qualifications and experience through service with the Pakistan security forces.
  • Extensive experience of working within a security based environment within the region.
  • Previous experience in the management and provision of security to government and/or private sector organisations.
  • Must have strong leadership and management skills as well as proven experience in organizing and directing staff/team work and coordinating such activities to successful completion.
  • Must have the skill and ability to conduct and/or support sensitive investigations involving company personnel, assets and/or proprietary information.
  • Ability and willingness to travel to field sites on short notice.
  • Ability to thrive under pressure and balance many competing tasks at once.
  • Demonstrated leadership and people skills with a flexible and collaborative personal style.
  • Ability to liaise effectively with a range of stakeholders, including project partners, donors, private sector, NGOs, and government departments
  • Excellent skills in Microsoft Office – Word, Excel, and PowerPoint.
  • High standard of written and verbal communication skills.
  • Strong planning, performance measurement, and presentation skills.
  • Well developed and highly effective organisational skills.
  • Strong personal qualities, including integrity, commitment to excellence, equality, openness, inclusiveness, collegiality and problem solving ability, even in very difficult situations
