Summary

The American Red Cross International Services is seeking an experienced Livelihoods Advisor to provide technical support of International Services livelihoods programs supported by the American Red Cross objectives to meet basic needs, save lives, reduce diseases and restore dignity in recovery and longer term programming.

The Livelihoods Advisor will provide technical assistance to livelihoods programs supported by the American Red Cross. The Livelihoods Advisor will be expected to contribute to the development and design of the livelihoods programs, liaise with livelihoods partnerships and provide technical support for the livelihoods programming objectives. S/he will report to the Manager of Program Integration in the Program Integration Unit, of International Response and Programs. 

Specific responsibilities include: 

- Provide technical assistance to all programs of the American Red Cross, and in support of International Federation Red Cross and Red Crescent activities, to deliver high-quality livelihoods.
- Support effective program planning, monitoring and evaluation systems and provide analysis and synthesis of program information to enhance program quality and measure program impact,
- Develop or contribute to the revision and identification of tools (EMMA, HES), guidelines and associated methodologies to implement effective livelihoods programs.
- Support in developing and implementing strategies that help vulnerable populations to understand the impacts climate change and an increase in disasters will have on their livelihoods.
- Support gathering and sharing of good practice that integrate livelihoods with other program sectors, particularly disaster risk reduction
- Support the design, monitoring and evaluation of ARC livelihoods and related cash transfer program activities; developing global approaches and identifying key entry points where livelihoods utilizes cash transfer tools as an integral role in the disaster management cycle.
- Provide support to program personnel in understanding the role of livelihoods strategies, as integrated into sector programs; health, WatSan, Shelter, Disaster Risk Reduction and Psychosocial.
- Provide technical assistance, training, and mentoring of field-based delegates in pertinent livelihoods tools such as cash transfer programming and assist with development of training materials and deliver training to teams during field visits, regional meetings and other opportunities, with particular emphasis on building the capacity of partner National Societies.
- Lead American Red Cross efforts in developing a credible knowledge base in livelihoods and work in close collaboration with response to assure response and recovery linkages in assisting beneficiaries
- Support all American Red Cross activities in developing partnerships to improve the effectiveness of livelihoods and actively participate in key global forums such as CaLP, InterAction, and IFRC Livelihoods Resource Centre
- Represent and coordinate livelihood initiatives and actively engage in external and internal relationship building, providing intervention and relationship updates at meetings, academic events, conferences, media forums and other events as requested.

Qualifications

- Bachelor’s degree in business administration, international development or relevant field of study is required; 
- A master’s degree preferred. Minimum of seven years relevant experience in managing and implementing livelihoods, micro/small-enterprise or cash transfer programs in developing countries. 
- Experience conducting and/or supervising needs assessments, surveys and evaluations; project design and proposal development ; and designing and conducting training, in relief, recovery and development programs. 
- Solid project management experience needed. 
- Excellent English verbal and written communication skills required.
